This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ECSAT, Harwell United Kingdom. DUTIES The postholder will report to the Head of the Institutional Projects Section and have the following duties identifying and characterising the valueadding services and applications that combine datainformation from different space assets such as Satellite Earth Observation, Satellite Navigation, Satellite Communications and Human Spaceflight technologies and their integration with nonspace domains analysing and assessing the business and regulatory aspects associated with the launch and commercial operations of satellitebased applications and services preparing, managing, monitoring and reporting applications contracts under the ARTES Advanced Research in Telecommunications Systems programmes elements 34 and 20, or other relevant programmes initiating andor participating in international working groups and events dealing with coordination and standardisation in specific applications areas initiating and monitoring activities with industry and user communities intended to develop, validate and promote the utilisation of integrated applications defining, developing and implementing supporting actions to facilitate the migration of products and services generated by ARTES applications contracts towards their successful operational and commercial exploitation. The incumbents responsibilities specifically include the following managing, in collaboration with the Procurement Office and other relevant Administration Offices, the activities related to the areas of responsibility establishing and controlling relevant ESA requirements, specifications, general documentation and supporting activities implementing the contracts and activities related to the areas of responsibility providing the support required in the field of responsibility whenever required within and outside the Integrated and Telecommunicationsrelated Applications Department coordinating the support provided by the Directorate of Technical and Quality Management ensuring compliance with studyproject objectives, budgets and planning preparing reports for ESA management and delegate bodies preparing work plans and coordinating the initiation of new activities. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in an engineering discipline and significant experience in satellite and possibly in terrestrial systems requirements analysis, design, implementation and operations, and associated management experience. The applicant should demonstrate extensive experience in at least one of the main space applications domains Satellite Telecommunications, Satellite Earth Observation, Satellite Navigation in terms of technology, systems and market, and a sound knowledge of the others. Direct experience in specifying, developing, evaluating and promoting applications making use of satellites is desirable. Knowledge of the fundamentals of the economic valuation of projects is required. Systems and strategic thinking, innovation and creativity are considered important attributes. The applicant should also possess good communication and problemsolving skills, be able to manage relationships and work in a team, and be selfmotivated and disciplined. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. CLOSING DATE The closing date for applications is 17 September 2014.
