There's probably no-one tougher in the global oil industry than Exxon Mobil chief executive Rex Tillerson but over the next few days even he is going to find it difficult deciding whether to risk annoying the U.S. or the Russian Government by drilling a high-risk, high-cost, oil exploration well in the remote Kara Sea off Russia's northern coast.
