This post is located within the Project Management Team PMT supporting all TSS Technical and Scientific Support divisions for managing projects and developing the project management culture and methods in TSS. These projects within TSS cover all major TSS technical projects for ICT, I2D, SGS and DSA divisions including the upgrade of Ground Segments Systems including MultiMission Elements MME that are a set of software, facilities, tools, IT infrastructure covering Satellite Ground Segment, Data Access and Distribution functions as well as Ground Systems Monitoring and Infrastructure IT functions. These functions support all current EUMETSAT operational satellite ground systems and are upgraded to support also the new programmes under development. According to the function, the projects are done under the accountability of the relevant Head of Division who are responsible of the resources and of the functional areas. Duties The main duties of the post are to Manage the upgrade projects of the Ground Segments Systems including MultiMission Elements from the architectural design phase until the handover to customer or end user including organisation of relevant reviews with close schedule, cost and resource control Manage the interactions with programmes in development and with the engineering teams in charge of facilitiesservices maintenance and evolution Contribute to the generation and maintenance of the Ground Segment Systems services catalogue and related Service Level Agreement SLA Generate and maintain Development Management Plans and Projects Plans Contribute to the implementation of change control and baseline management processes with the programmes and with the operational processes Support andor monitoring of external procurements and contracts as required. Skills and Experience Proven experience in the project management of ground segment elements development, preferably in the field of satellite IT infrastructure within a multiple project environment Sound knowledge of system engineering Experience in system engineering lifecycle aspects e.g. design, production, integration, verification and validation of ground segment elements preferably of Satellite Ground Segments Strengths in analysis, synthesis and presentation, coupled with good interpersonal skills and a proven ability to apply these to the interactions within a team and between teams. Employment Conditions The initial contract will be of 4 years duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of followup contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A2A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 6421 per month net of internal tax but excluding pension contribution and insurances which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year. LOCATION Darmstadt, Germany QUALIFICATIONS University degree, or equivalent, in a relevant discipline i.e. Computer Sciences, System Engineering.
