A state administrative law judge has recommended against a state permit to allow the Johnson Ranch subdivision to enlarge its previously-permitted wastewater treatment plant in Comal County The Texas Commission on Environmental Quality doesn't have to follow the recommendation in the bitterly contested request. The developer is seeking the permit to allow up to 350,000 gallons of treated effluent daily to run across neighbors' land from the sprawling development being built off U.S. 281.
