MTA Head Says Riders Won't Be on Hook to Close $14B Budget Gap

As the Metropolitan Transportation Authority seeks to close a $14 billion gap in its capital plan, the agency's chief insists riders won't be forced to pay more if the money doesn't materialize. "We have never, ever closed a Capital Program on the backs of the fare payers.
