DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 1100 PM AST (0300 UTC), the center of Tropical Storm Fred was located near latitude 20.6 North, longitude 32.7 West. Fred is moving toward the west-northwest near 10 mph (17 km/h), and this general motion is expected to continue over the next couple of days. Maximum sustained winds are near 40 mph (65 km/h) with higher gusts. Fred is encountering strong upper-level winds, and it is expected to weaken to a tropical depression on Thursday and become a post-tropical low by Thursday night. Tropical storm force winds extend outward up to 70 miles (110 km) from the center. The estimated minimum central pressure is 1006 mb (29.71 inches).
