Interference Analyst

Primary role purpose This role is to support the Satellite Resource and Performance Management teams in detecting, locating and addressing RF interference impacting on the reliable delivery of services to our customers and unauthorised use of Inmarsats radio resources. Most interference is accidentally generated due to equipment or operator error, but occasionally deliberate interference is experienced. In all cases it is necessary to detect that the issues are due to interference, then to isolate the source of the interference using a variety of tools and techniques. Once identified appropriate corrective measures are taken, including system reconfigurations and notification and liaison with the appropriate legal authorities. The role reports directly to the Satellite Resource Manager who is responsible for all frequency assignments and satellite configurations across Inmarsats fleet of satellites. Key Responsibilities Provision of secondthird line support to the NOC in identifying and diagnosing interferers at L, C and Ka band Operation of the L Band Geolocation System to locate the geographical source of interference Design and deployment of customised L Band beams to mitigate against the effects of interference Adaptation of logical spot beam maps to minimise the impact of interference Maintaining the departmental interference database Liaison with the JSpoC and the GCC to report interference events to key customers. Due to the nature of interference the post will involve provision of out of hours on call support. Essential Knowledge and Skills A strong first degree in Engineering, Physics or Mathematics At least five years experience of working in the telecommunications industry A strong analytical background and knowledge of RF A solid understanding of analogue and digital communications. Strong problem solving and analytical skills Good communication skills with people at all levels of the organization Desirable Knowledge and Skills A second degree in Engineering Security clearance from a NATO member nation A high degree of integrity Excellent writing and reporting skills Communication system and link analysis including budgets link, transmission etc.

Tasks and Responsibilities Your main tasks will be daily reporting and analysing of routine operations maintenance of Spacecraft Online Database using DABYS creation maintenance of routine monitoring reports using Python in CHART coordinating daily operational activities as the on call duty rota system control procedure creationmaintenance provide Controller training for S3 Spacecraft analysing of spacecraft anomalous behaviour. All tasks may change at the discretion of the team leader. Requirements You should have a sound background in a scientific or technical discipline. You must be familiar with mission control facilities relating to spacecraft operations SCOS2000 is essential. EUMETSAT and or S3 Operations experience is an advantage. Software development expertise Python is an advantage. Good PC skills, with a good knowledge of Word, Excel and Access, are essential. For our activities in ESTEC, we are currently looking for a Business and Process Analyst Programme Project Controller. Main responsibilities The main responsibility you will have in this role is to provide process and business analysis support to the Budget Service within ESTEC. Specific tasks will be Support process mapping and integration of ESA wide resource processes Support collection and consolidation of schedule and resource data cost, workforce, for activities and extract relevant data from corporate tools Monitor progress of activities by extracting data from esap and other corporate systems as applicable, defining standard reports and export templates needed for data analysis and reporting Perform data analysis and produce associated reports as required by management Support the definition, development, implementation and maintenance of tools and databases including improvement to existing tools to ensure efficient execution of the related tasks Provide support to the definition and development of user requirements for corporate tools and to the testing of the tools Interface with directorate focal points and other stakeholders and services as needed for the execution of the above tasks. You may also have the following general Programme Project Controlling tasks and responsibilities Support to the planning, preparation, execution and followup of projects programmes activities in terms of schedule, related procurement actions, costs including preparation of CaC as relevant, manpower including support, etc. Support to programme project level risk management Maintaining up to date the related data, performing data analysis, identifying deviations w.r.t. plans targets and production of associated reports to the responsible management and to the concerned customers when relevant. Ideal candidate Requirements As successful applicant you should bring a Master in Engineering or equivalent or MBA or equivalent University degree from a recognised Institution of secondary studies or equivalent qualification in Business Administration, with at least 4 years of relevant experience in business process analysis or data analytics. Further requirements as follows in order of relevance Excellent MS Excel and Access skills along with good overall working knowledge of MS Office Excellent analytical ability, good planning and organisation skills Good interpersonal and communication skills. Reliability, rigor and initiative in the execution of the assigned work Experience as user of SAP and in particular ECC and SRM modules and familiarity with relevant ESA corporate applications e.g. esap Proficient in the English language, both written and spoken, knowledge of another official ESA language is an asset Experience in controlling and or management of activities and resources in the aerospace industry would be an advantage. For some tasks knowledge of Finance Accounting may be of use Ability to rapidly understand and adapt to ESA specific context and environment including ESA corporate IT applications. You will join a team of Database Architects, helping to support a variety of interesting and exciting Satellite projects.
