DUTIES The Payload Manager reports to the Quantum Project Manager and is responsible for monitoring the performance and engineering aspects of the Quantum satellite payload. The Payload Managers tasks will include working in partnership with satellite operators and European industry to monitor payload design, development, manufacturing and test coordinating closely with the industrial teams to ensure that the design and performance of payloads meet their specified requirements, including in terms of software, subsystem and unit performance coordinating support of ESA experts from the Telecommunications Satellite Programmes Department and the Directorate of Technical and Quality Management coordinating with Product Assurance and Platform Managers to ensure that the system and quality aspects of the satellite payloads and their interfaces are accounted for interfacing with prime contractors to ensure timely, cohesive and complete procurement, manufacturing and verification of the payload monitoring the coherent and costeffective implementation of requirements from system level down to the lower application level ensuring adequate operational requirements and performance of the payloads monitoring the evolution of payload subsystem budgets to ensure the early identification of potential problems identifying potential risks associated with payload development and proposing appropriate risk mitigation measures coordinating payload and lowerlevel reviews as well as supporting spacecraftlevel reviews reporting regularly to the Project Manager. In the execution of the tasks, the Payload Manager will liaise closely and proactively with the rest of the Project Team as well as with other project teams within the Telecommunications Satellite Programmes Department. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering or physics, together with extensive experience in the development of satellite payload RF equipment in the telecommunications domain. Systems and strategic thinking, leading and motivating others, responsible risktaking and decisionmaking, and relationship management are considered important skills. Candidates should be able to work well in a team and communicate effectively. Applicants should demonstrate proven technical capabilities in payload engineering and the capacity to apply analytical and sound judgment to resolve problems pragmatically. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Subcontractor technical management where products are being procured from external suppliers, including review of technical proposals and other technical documentation, participation in technical negotiations, attending progress meetings and design reviews at the suppliers and at the customers premises, ensuring delivery of products which meet the requirements. Support to technical proposal preparation. Support to peer reviews of studies, projects and proposals. Mandatory skills Degree or MSc in Physics, Electronics or related Engineering discipline. Proven capability in systems signals analysis and DSP design with a successful product portfolio. Solid understanding of fundamental signal theory and analysis methods, including communications theory and optimum encoding schemes, and the ability to apply this from first principles in practical applications to create innovative solutions to problems. Experienced and proficient in the use of MATLAB, including the Signal Processing toolbox. The RF Test System Engineer is typically responsible for the preparation and the operational support of the Alignment Test System ATS used for telecom payload tests in Portsmouth. Focal point for all deployment activities post design customization and through to operational support possibly including out of hours oncall support Liaise with RF Lead owner of the AIT Test preparation schedule to achieve successful project milestones reviews with associated document inputs. Support the RF Lead for the weekly and monthly reporting to the project team and to the AIT department management team Work handinhand with the Payload AIT Quality organization to ensure adherence to standard processes Attendance at relevant project GoMeetings and other reviews held during the operational phase In collaboration with the AIT logistics team, monitor sparing policy and provision for the RF Test System supported To provide responsesadvice with respect to test hardware related occurrence reports and nonconformance raised. Support the engineer in charge of the project customization phase for instance for the definition of off board test cables, interfaces, couplers, Waveguides calibration kits etc. The RF Engineer will support the investigation of nonconformances, contributing to problem solving, implementation of investigations and corrective actions as detailed by the NRB. The ATS Engineer will be focused on driving nonquality and waste out of the Payload AIT processes related to Test System especially focusing on management of nonquality occurrence reporting in the clean room root cause analysis and second closure Take an active role in the Payload AIT Test Continuous Improvement through Lessons Learnt and Second Closure Qualifications andor Skills An Engineering degree with a specialisation in RF Electronics Aerospace RF instrumentation National Instrument LabVIEW Trained Preferably LabVIEW CLAD or above.
