ISS Payload Safety Review Panel Support

Aurora is an established supplier of skilled manpower to ESA and in particular at ESTEC and ESAC. Aurora has the opportunity to expand our support to ESA in the domain of Human Spaceflight and the ISS. ISS Payload Safety Review Panel Support HSO17 Aurora together with our parent company LSE Space already have 3 of the 4 candidates required to provide a new local offsite service to support ESA. We need one more good experienced candidate. Overview In July 2002 ESA and NASA signed a charter establishing a closer relationship between NASA and ESA Payload Safety Reviews Panels ,including a reciprocal delegation of authority for the safety certification of transportationoperation on board their respective vehicles and modules. As a result of the agreement the ESA ISS Payload Safety Review Panel PSRP was organized on a permanent and more rigorous basis. The safety review process includes two main organizational elements the safety panel membership comprising independent technical and functional representatives, and the safety engineering support team. It should be noted that each technical and functional area represented on the panel maintains in addition a bilateral technical agreement with the NASA counterpart such to ensure identical requirements interpretation and implementation at ESA and NASA. Furthermore for few specialized technical areas missing at ESA i.e. toxicologist, EVAEVR, the NASA representative is also a formal member of the ESA payload safety review panel. The ESA safety review panel PSRP is operated under the responsibility of the ESA chairman TECQI , while the technical experts are mainly from TECM, TECE and TECQ. The ESA PSRP chairman defines and implements the flight safety process, including assessment of payload compliance with safety requirements and policies to assure safety of the ISS facility, vehicles, crew, and other payload. The PSRP chairman has the authority to approve individual phases safety review completion and to make decisions taking into account recommendations from other panel members. The PSRP chairman is supported by the safety engineering support team with an essential role of coordination with projects and technicaladministrative support to the safety review panel. The tasks include advise to projects, preliminary safety data packages assessment, initial collection of findings from panel members, support to the panel meetings, uploading of ESA certification files to the NASA Data Management System, follow up of action items , safety verifications closeout, support to operations products reviews, support to real time operations, etc. For the past 10 years the safety engineering support function has been performed by a team of engineers and administrative staff under a shared contract with the ISS Utilization Department and the ISS Operations Department. Following the reorganization of the Human Spaceflight Directorate, and taking into account that the safety engineering support team is nowadays supporting also the Columbus maintenanceintegration and mission activities, and the safety certification of ESA cargo on ATV and other ISS partners vehicles, it has been decided that the HSO directorate supports the ESA PSRP by procuring safety engineering support services to be coordinated by HSOQ. Specific qualification requirements A Masters degree or equivalent in engineering. Several years of directly relevant experience as a member of the ISS PSRPSRP Knowledge of ISS environment for payloads and the systems and subsystems and proficiency with safety requirements. Good communication and analytical skills to interface with colleagues within ESA and with external partners and user communities are essential. The candidate must be able to work in English. All applicants must be legally allowed to work in the Netherlands. ie. already have a European passport. Location The work will be performed near and with frequent visits to the European Space Technology and Research Centre ESTEC at Noordwijk, The Netherlands. Contract We offer employment until retirement age. The selected candidate will receive good remuneration. Will be registered for both social security and tax in the Netherlands. The standard working hours are 40 per week. There are 12 public holidays and an additional 29 annual days holiday. Training to improve efficiency and provide strength for future career are of course included. Aurora assist with relocation. To be considered for this Position Provide as soon as possible and no later than 11 June 2013 a complete and detailed Recruitment Form to Mr. Alex Jeanes, at email alexjeanesaurora.nl quoting reference HSO17. Aurora will agree conditional employment terms and conditions with candidates before presenting their proposal to ESA.
