System Performances and RAMS Engineering Support to Galileo

The Contractor shall support all System Performance activities to ensure correct System endtoend performance allocation between the different System components, namely Segments, Users and versus External Services and Interfaces, taking Segment System development and System studies feedback into account. The Contractor shall support ESA in the specification of performance requirements in the Galileo 2G System Requirements document with proper justification. The Contractor shall define the System PerformanceRAMS tools environment unclacla and provide the System PerformanceRAMS Tools Plan accordingly. The Contractor shall support technical interaction i.e. Key Points, meetings as needed with the G2G Space Segment study and other System related activities i.e. PRS robustness, ODTS, G2G Links. The Contractor shall participate in the System Technical Board. System Performance Budgeting The Contractor shall establish and maintain the System Performance Budget File as well as produce the relevant System Performance Analysis documents. The Contractor shall produce the System Use Cases document. The Contractor shall produce the UEREbudget file. The Contractor shall perform reliability availability assessment of the different tradeoffs. The contractor shall establish and maintain a RAMS model of the System to support RAMS analysis. The Contractor shall ensure the consistency between System performance allocations and relevant System RAMS. The Contractor shall establish and maintain the performance driver database containing the most driving parameters down to element subsystem level fully justified. System Simulation and Experimentation The Contractor shall perform service volume analysis on global scale in preparation of MTR and up to PRR. The Contractor shall perform service volume simulations of Galileo 2G System performances in support to the Galileo 2G services definition at sufficient level of granularity to be agreed on with the Agency. The G2G System Performance simulations shall be computed in terms of Figures of Merit FoM to be agreed with the Agency including at least accuracy, availability and continuity of service as defined in the Galileo 2G MRD. The G2G Performance and RAMS analysis shall also take into account incremental deployment of Ground and Space assets and degraded scenarios including transition from G1G to G2G. The Contractor shall evaluate and update the SVS use cases in accordance with System scenarios, execute them and perform the assessment of Galileo 2G service performances. The Contractor shall perform System level analyses related to the potential evolution of System requirements. On request by the Agency the Contractor shall provide technical elements required for standardisation actions e.g. ICAO, EUROCAE, RTCA, IMO, etc.. The Contractor shall conduct specific studies related to support the consolidation of G2G Mission guidelines on ESA request. In performing the System Performance and RAMS tasks, the Contractor shall address a number of System tradeoff and definition aspects, comprising as a minimum the items listed in this section. The Contractor shall deliver the documentation addressing the System tradeoff and definition aspects on a quarterly basis, according to the Work Plans agreed quarterly. Specific Requirements At least five years relevant experience as System Performances od RAMS Engineer at Spacecraft level. Fluency in English language is mandatory, any other European language is an asset. Good interpersonal skills with the ability to work effectively in a diverse team environment and have an attitude to cooperation and to accomplish solutions in line with team objectives.

The Contractor shall participate in the System Technical Board. Technical Requirements Baseline Definition and Maintenance The Contractor shall carry out feasibility studies related to the definition of Galileo 2G System requirements on ESA request. The Contractor shall support the consolidation of the Galileo 2G System scenarios and optional elements therein. The Contractor shall maintain the overall System Engineering baseline Segment Requirements, Internal and External Interfaces, etc. under configuration control. The Contractor shall conduct the necessary System analyses in order to prepare the technical requirements and the interface documents related to the Galileo 2G System Internal and System External Interfaces. The Contractor shall support technical interaction i.e. Key Points, meetings as needed with the G2G Satellite study and other System related activities e.g. PRS robustness, ODTS, G2G Links. The Contractor shall participate in the regular System Technical Board which manages, controls and endorses tradeoff results and associated implications on the G2G system scenarios, as well as the definition of the System technical requirements. This support shall cover technical assistance as well as specific configuration support. System Architecture Design The Contractor shall identify critical System technical issues and propose appropriate tradeoffs and solutions to ESA. The Contractor shall study the transition from the G1G to the G2G System Architecture. The Contractor shall prepare and update the necessary Galileo 2G System design documentation and maintain it throughout the MTR and PRR reviews. The Contractor shall allocate resources to conduct specific studies as needed related to support the consolidation of Mission level aspects on ESA request. Operations Engineering The Contractor shall analyse the Galileo IOV and FOC lessons learnt from the Galileo Operations concept pointofview. The Contractor shall analyse the Galileo 2G potential evolutions, shall define potential Galileo Operations concepts evolutions, and shall trade the latter off on the basis of their benefits and impact on the Galileo 2G System. System Engineering Administration The Contractor shall define the System Engineering tools environment and provide the System Engineering Tools Plan accordingly. The Contractor shall procure and administrate the tools to be deployed at ESTEC premises that will be used for requirement management, physical and functional architecture description, interfaces description and information storage engineering database both in Classified and Unclassified environment. The Contractor shall use design management tools i.e. MODAF to ensure the modelling of the overall System. The Contractor shall use requirements management tools i.e. DOORS, DOORSTREK to control and maintain the System Technical Requirements Baseline Master Baseline. To this aim, the Contractor shall define common guidelines to be established across the different Segments. The Contractor shall include the Galileo 2G Mission Requirements G2G MRD into the requirements database upon request. The Contractor shall allocate appropriate resources to maintain daybyday the Master baseline database to be hosted in ESTEC. The Contractor shall participate in the System Technical Board Classified formation. System Security SpecificationDesign The Contractor shall ensure that the System Security specification and design at System level is in accordance with the Galileo 2G Mission Security Requirements including its interfaces through traceability and justification. The Contractor shall define the Galileo 2G classified Operations concepts so that they can be implemented without impacting the Galileo services. The Contractor shall support technical interaction i.e. Key Points, meetings as needed with the G2G Satellite study and other System related activities e.g. PRS robustness, ODTS, G2G Links. The Contractor shall ensure that the Security Engineering activities are always inline and synchronised with the Security activities conducted in the other ESA EGEP programme Contractors. To this aim, the Contractor shall ensure the technical followup of any of these providers and report to ESA The Contractor shall participate to all reviews dealing with Security to guaranty the design coherency and the correct validation of the Security functions. The Contractor shall prepare the Security specification, design and justification documentation from the MTR and up to PRR. System Accreditation The Contractor shall define the Galileo 2G Security Accreditation Strategy and write the associated Security Accreditation and Certification Plan. The Contractor shall perform the System Security risk analysis on all the System Functional Chain ClassifiedUnclassified taking into account the Galileo Security Feared Events in a systematic way. The Contractor shall ensure that all the System threat scenarios are covered by the Galileo 2G System requirements Technical and Operational. The Contractor shall propose a Risk Treatment plan for new risks identified during the System Risk Analysis with a proposal in term of Technical and Operational requirements. A Spanish leader company in Aerospace Engineering and Scientific services with more than 45 years of experience working for NASA and 35 years working for ESA seeks a candidate for a postion of Engineering Support to Earth Observation Mission located at ESTEC Netherlands. Specific Tasks S5P is a Earth Observation Mission within the GMES Programme where the Payload Data Ground Segment PDGS is developed by DLR, under direct Project responsibility while the FOS is under ESOC responsibility. The Contractor will support definition, implementation and validation of the Ground Segment in collaboration with the S5P Project team, ESOC and DLR. Furthermore heshe shall support the preparation of the Spacecraft Inorbit Operations up to and including the Commissioning Phase Review.
