The Federal Communications Commission's latest set of net-neutrality rules took effect Friday, and after its two previous efforts to regulate broadband Internet providers were shot down in the courts, the agency hopes the third time will be the charm. Like the FCC's previous rules, thrown out by a federal court in January 2014, the new rules ban broadband providers from blocking, slowing down or speeding up access to specific websites.
