Location ESA Headquarters, Paris, France Department Programme Control Head of Service Department Programme Control Head of Service in the Operating Planning and Business Unit Controlling BUC Office, Directorate of Space Transportation. The supported unit is the Space Transportation Development Department STSD. The postholder is the BUC Offices primary interface with that Department and the lead controller for the Department, coordinating the activities of the project controllers assigned to the Departments projects. Duties keeping a record of applicable programme Declarations, defining structure and related master data for programme and project control, following the organisational evolution supervising the definition of project breakdown in relation to the applicable Declarations, the Directorates organisational structure, and according to applicable guidelines defined at corporate and Directorate level supporting the allocation of resources to projects, ensuring project data are consistent with programme element data regarding resources preparing and updating plans inyear, multiyear, atcompletion of resources per programme element and project, including manpower and support, facilities, running and industrial costs, together and consistent with scheduling monitoring actual resource usage, analysing deviations and providing reasons for them, proposing corrective actions coordinating project control of assigned projects planning and monitoring thirdparty income preparing and presenting financial reporting at Departmentlevel reporting meetings supervising preparation and validating industrial return analyses and related reporting internal and external, supporting bilateral meetings with participating State delegations preparing and updating the financialworkforce part of project plans and support projects reviews related to Department projects, preparing andor supporting adhoc analyses related to programmesprojects schedule reporting providing the Head of BUC Office with timely progress reports concerning resources and major project developments supervising and validating produced data regarding the year closure exercise, ensuring correctness of financial project data supporting programme closure exercise providing validated inputs for Directoratelevel risk management to the Risk Coordination Officer coordinating at programme element level the asset management activities of the BUC Office regarding asset management supporting coordination of the Directorates assessment and coherent implementation of the governance for the new launch system development and exploitation phases, supporting assessment of evolving launch service revenue. The postholder also foresees management of the resources assigned to project control of Departments projects. We are looking for a Programme Project Controller M3 to join our Ajilon Technology Aerospace team, working onsite at the European Space Agency. Ajilon Technology Aerospace is a specialized Engineering consultancy with more than 30 years experience providing aerospace Engineers to our key partners in The Netherlands. Ajilon is a longstanding business partner of the European Space Agency ESA, with more than 115 employees recruited from across Europe currently supporting ESAs activities. The Project The ExoMars Missions are one of the flagship project of the European Space Agency. Having successfully placed a scientific orbiter around the Red Planet at the end of 2016, the second part of the programme will launch in 2020, in collaboration with our Russian partners, an additional spacecraft composite that will land a complex rover and a scientific platform on the surface of Mars. As such, ExoMars represents Europes most ambitious robotic exploration mission since Rosetta. The two ExoMars missions aim to answer one of the outstanding scientific questions of our time, that of whether life ever existed on and below the surface of Mars. In the process of doing so, ExoMars will also demonstrate new technologies needed to pave the way for a future and even more ambitious Mars Sample Return mission during the next decade. Specific tasks to be performed Reporting directly to the Head of ExoMars Project Control, the new team member will perform a range of Project Control tasks, as described in the annexed job description, with an initial emphasis on the following tasks Prepare, develop and maintain the ExoMars overall Cost at Completion CAC, financial planning and associated reporting activities. Bring together information on the ExoMars schedule, cost and risks in order to provide to the management an integrated view of the programmatic status of the Project. Review and check the ESA internal expenditures including recharges, support services and purchases for consistency. Support the Risk management process of the Project. Coordinate the Financial, Accounting and Fixed Asset Management activities of the project, and conduct its daily business in a manner that is fully IPSAScompliant, interacting with the Agencys Corporate Finance Division or the External Audit Commission as required. Participate in the evaluation of Contract Change Notices and preparation of Disposition Records. Participate in the financial closure of contracts once the activities are finalised. The job will require substantial interaction with other key stakeholders inside ESA such as Finance and Procurement Services, and also outside of the Agency like for example the ExoMars industrial consortium. While conducting all the above, the holder of this post will have to demonstrate the capability to work autonomously and at the same time be able to work effectively as part of a team. The position is to be filled by an experienced project controller, with a focus on cost control and expertise in the use of Financial IT tools. General tasks to be performed Support to the planning, preparation, execution and followup of projects programmes activities in terms of schedule, related procurement actions, costs including preparation of CaC as relevant, manpower including support, etc. including Assisting in preparing, developing and maintaining programme level plans. Assisting in the definition and in maintaining related workprocurement plans and related execution and contract actions plans using local tools as applicable. Monitoring of the implementation of the programmes and of activities, as appropriate, and preparation of related reports and provision of management information as required. Evaluating the results and main achievements of the programme, elaborating related KPIs, and preparing periodic overview publications. In the field of resources i.e. financial and manpower for programmeprojects Assisting in the preparation of longterm, medium term and inyear resource plans. Monitoring and controlling the implementation of the plans in line with resource targets, performing forecasting, identifying deviations and related recovery actions, producing related reports. Reviewing checking of ESA internal expenditures such as recharges, support services and purchases for consistency with Costat Completion CAC of industrial contracts. Checking commitments for consistency with budgets and ESAs procedures and consumption of commitment ceiling and initiating related budgetary transfers as required. In the field of procurements and execution of contracts Support to the preparation and followup of the Agencys tender actions. Support to the proposal evaluations as expert for the price and schedule verification and analysis. Support to the preparation of the financial contract commitment and the data entry of the milestone payment plans in the Agencys systems. Contributing to the elaboration, consolidation of related procurement workplans and detailed implementation plans e.g. Contract Action Plan baseline and related commitment consumption, cost and disbursement profiles. Ensuring that above plans are properly inserted in the appropriate management tools. Followingup of the progress of the procurement actions and contracts, and keeping track of status and maintaining the current actual and forecasting in the appropriate ESA tools. Creating related objects in ESAp, maintaining corresponding information in local applications as required and ensuring the correctness and coherence of related information. Monitoring and controlling of timely implementation of actions related to procurement and contractual matters, including monitoring of financial commitments, payment milestones and invoicing. Supporting industrial invoicing process and payment verification and control. Supporting programme inventory and export control activities, maintain relevant inventory databases In the field of programme industrial return Initiation and coordination of the periodic updating of relevant Industrial Return data base to reflect the current commitments status and the industrial policy forecast for planned activities. Verification of coherence with ESA corporate Industrial Return data. Maintenance of list of specific compensation or improvement measures and followup the implementation. Verification of coherence of proposed procurement actions with the planned industrial return policy targets of the programmeproject, including the compensation measures. Support to programmeproject level risk management. Maintaining up to date the related data, performing data analysis, identifying deviations w.r.t. planstargets and production of associated reports to the responsible management and to the concerned customers when relevant. Operation of the associated management information tools and system databases. Support to the responsible entity in the definition of new and improvement of existing processes and tools and production of related documents. Support the execution of the directorates Risk Management process To successfully perform the above mentioned tasks, the following background experience is required Masters in Engineering or equivalent or MBA or equivalent University degree from a recognised Institution of secondary studies or equivalent qualification in Business Administration, with relevant experience. Proficient in the English language, both written and spoken, knowledge of another official ESA language is an asset. Experience in controlling andor management of activities and resources in aerospace industry. For some tasks knowledge of FinanceAccounting may be required. Highly proficient in the use of modern activities and resource management support toolsdatabases of standard office automation support software packages including in particular advance usage of Excel MsOffice and in particular advanced use of Excel. Experience as user of SAP and in particular ECC and SRM modules and familiarity with relevant ESA corporate applications e.g. ESAp is an asset. Ability to rapidly understand and adapt to ESA specific context and environment including ESA corporate IT applications. Past experience with ESA in relevant activities is an asset.
