Director of Programme Preparation and Development Lead the development of the next generation EUMETSAT satellite systems that will shape weather forecasting and climate monitoring in Europe. EUMETSAT is the European satellite agency for monitoring weather and climate. Bringing together the resources of 30 member states, we develop and operate a range of satellite systems surveying the atmosphere, ocean and climate that deliver data 24 hours a day. Our data is vital to weather forecasts that protect lives and property and to monitoring the changing climate. EUMETSAT is now developing the next generation of satellite systems, shaping its longterm future. Reporting directly to the DirectorGeneral, you will manage a portfolio of complex, multibillion Euro development programmes to establish the Meteosat Third Generation MTG, EUMETSAT Polar System Second Generation EPSSG and JasonCS systems into the beginning of the next decade, as well as EUMETSATs contribution to four Copernicus Sentinel missions Sentinels 3, 4, 5 and 6 operated by EUMETSAT on behalf of the European Union, dedicated to monitoring of the ocean and atmospheric composition. Supported by large project teams, you will supervise mission definition and feasibility studies, detailed design, development, verification and validation of new endtoend satellite systems until the handover to operations. This will include supervising major procurements for example of the ground segment and launch services and cooperation with ESA and other partners, as well as the delivery of recurrent spacecraft and related support to our Operations and Services to Users Department. You will be responsible for resource planning, cost control, knowledge and risk management within and across programmes and continuous improvement of programme management processes to meet quality and business objectives. Alongside a relevant Engineering degree, you will bring a sound track record of managing the development of complex software intensive systems in the aerospace sector, within schedule, quality and cost constraints. Finally, you should be a skilled negotiator and relationship builder, fluent in English with a good command of French. Tasks and Responsibilities Secretarial Support Efficiently and proactively deal with all communications phone, email, post. Use the ESAs Mission Approval System to manage business travel for the ECSAT FM team. Partially cover for other ECSAT Administrative Assistants in case of their absence on a mutual support schema. Finance Prepare in ESAP Shopping Carts, Purchase Orders and Financial Reports relevant to the Site operation functions. Liaise directly and independently with the Procurement Office and follow up all relevant activities. Maintain a local file of all financial documents invoices etc.. Maintain the ECSAT finance database MSexcel file. Facility Management Act as interface to the Harwell Campus FM team for what concerns office maintenance. Manage registration on arrival and departure of ECSAT employees. Manage outgoing and incoming post and courier. Build and maintain positive relationships with local business contacts. Human Resources Maintain information files for the ECSAT Staff ESA and Contractors. Use the ESA HRMS system for recording leaves for the ECSAT FM team. Liaise with the HR office at ESTEC. Coordinate support for staff relocating from other ESA establishments. Health, Safety and Security Act as main interface with STFC Health Safety and Occupational Health teams. Be one of the First Aider and Building Warden for ECSAT. The work conditions include the following Working hours are MonFri 08301700, with a pause of 30 minutes for lunch. Working days are the ECSAT working days not necessarily coinciding with UK working days the list of ECSAT official holidays are provided at the end of each year for the following year. The Contractor could be requested to work outside working hours from time to time at the request of ESA, occasionally at short less than two days notice or exceptionally two or three times per year without prior notification. Requirements University degree Bachelor from a recognised Institution of secondary studies or equivalent qualification in Business Administration or Communications as relevant, with typically 4 years of relevant experience. The ideal candidate will be confident and professional in all dealings with ECSAT staff and visitors, be proactive, highly flexible, customer focussed with a personable nature and an eye for detail. The candidate will also consider all information acquired during the execution of the job as confidential, and will not disclose it to third parties without the prior written authorisation of ESA. The working language is English. Knowledge of other ESA languages, especially French, is desirable. Proficiency in the use of Windowsbased personal computers and of the MSOffice software package is required. Experience as user of SAP and in particular ECC and SRM modules and familiarity with relevant ESA corporate applications e.g. ESAp is an asset. Ability to rapidly understand and adapt to ESA specific context and environment including ESA corporate IT applications. Past experience with ESA in relevant activities is an asset.
