For our activities in ESTEC, we are currently looking for a Programme Project Controller. Main responsibilities Tasks and Responsibilities You will be working under the authority of the Head of the ESTEC EAC Programme Project Control Unit, will support assigned ISS Payload Development projects part of the ELIPS programme in the implementation of industrial activities, in accordance with the approved budget and in agreement with the established administration processes and the ESA contractual and financial Regulations and will support also the preparation of plans and reports concerning the programmatic aspects of the projects i.e. schedule, cost, finance, risk, progress control with the aim to provide full visibility on all activities related to project resources. Furthermore you will followup of the projects progress and keep track of the project schedule status and of the assets such as maintain the current actual and predicted milestone completion dates in ESA systems. You will also have the following general Programme Project Controlling tasks and responsibilities Support to the planning, preparation, execution and followup of projects programmes activities in terms of schedule, related procurement actions, costs including preparation of CaC as relevant, manpower including support, etc. including assisting in preparing, developing and maintaining programme level plans assisting in the definition and in maintaining related work procurement plans and related execution and contract actions plans using local tools as applicable monitoring of the implementation of the programmes and of activities, as appropriate, and preparation of related reports and provision of management information as required evaluating the results and main achievements of the programme, elaborating related KPIs, and preparing periodic overview publications Support to programmeproject level risk management Maintaining up to date the related data, performing data analysis, identifying deviations w.r.t. plans targets and production of associated reports to the responsible management and to the concerned customers when relevant. Operation of the associated management information tools and system databases. Support to the responsible entity in the definition of new and improvement of existing processes and tools and production of related documents. Ideal candidate Requirements As successful applicant you should bring a Master in Engineering or equivalent or MBA or equivalent University degree from a recognised Institution of secondary studies or equivalent qualification in Business Administration, with a least 4 years of relevant experience, a high level of initiate autonomy, and professional maturity that is required to carry out complex tasks and high level of responsibility and the following Proficient in the English language, both written and spoken, knowledge of another official ESA language is an asset. Experience in controlling andor management of activities and resources in aerospace industry. For some tasks knowledge of FinanceAccounting may be required. Good sense of contacts and communications, ability to interface at appropriate level with relevant actors within and outside of the Directorate. Reliability, rigor and initiative in the execution of the assigned work. Proactive attitude to solving problems, identify priority actions and to handle high workload. Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and stringent schedule Highly proficient in the use of modern activities and resource management support tools databases of standard office automation support software packages including in particular advance usage of Excel MsOffice and in particular advanced use of Excel Experience as user of SAP and in particular ECC and SRM modules and familiarity with relevant ESA corporate applications e.g. esap is an asset. Ability to rapidly understand and adapt to ESA specific context and environment including ESA corporate IT applications. Past experience with ESA in relevant activities is an asset. Tasks and Activities The scope of work will include Support the exploitation programme for planning, scheduling and analysis, including integration of schedules, identification and resolution of schedule and planning conflicts, generation of alerts, development of project critical paths and EVM aspects use of Microsoft Project Support the exploitation programme for risk management and analysis, including risk identification, assessment and response planning, development and maintenance of overall risk register and risk mitigation plans, as well as arranging regular risk review meetings, and integration of risks within planning and scheduling activities as appropriate Support the exploitation for quality and ISO certification related activities including quality indicators reporting, configuration and document management, as well as maintenance of coordination baseline status and management of exploitation documents. Skills and Experience The following skills and experience are mandatory Master Degree in the relevant discipline At least 35 years of relevant working experience Participation in project management during the last 4 years for a minimum of 2 projects, each involving parties from at least 2 different EU Member States. Project management experience shall include the ability to synthesize relevant information in support of decision making processes, andor quality assurance experience in drafting reports and management recommendations. Direct project control experience schedule maintenance, risk registers, meeting organisation, project milestones and associated dependencies, critical path analysis gained in the last 4 years for a minimum of 2 projects, each involving at least 3 parties from at least 2 different EU Member States. The experience may have been gained in the projects informed about under the previous bullet or other projects. The capacity to work and communicate efficiently in English written and oral.
