This post is classified A5 on the Coordinated Organisations salary scale. LOCATION ESA Headquarters, Paris France. DUTIES Reporting directly to the Director General, the Programme Advisor interacts with ESA Directors and Programme and Project Managers, with ESA Member State Delegations, as well as with counterparts from other space agencies Europe and worldwide. The Programme Advisor will support the Director General in the development of a mid and longterm programmatic vision for ESA. In particular, the postholder will gather information on the status and evolution of all major ESA Programmes through direct interactions with ESA Directors and Managers and the Inspector General analyse ongoing ESA Programmes, as well as proposals for new programmes from ESA Directorates, Member State Delegations and other parties, in terms of their synergy and relevance in relation to activities and programmes of other agencies worldwide gather and propose technical and scientific content to the Director General for consideration in future ESA Programmes, in accordance with highlevel goals and objectives, as defined by the Director General and in line with the overall ESA policy interact with ESA Directorates to propose coherent longterm scenarios initiate Phase0 studies for the preparation of new programmatic content stimulate interdisciplinary interactions among the five areas of ESA foster innovative approaches. QUALIFICATIONS Applicants for this post should have a PhD degree with experience in the technical aerospace field, including at least 10 years experience in industry or research. Candidates are expected to have working and living experience in an international environment, including experience outside Europe. Excellent interpersonal and communication skills, as well as a proven capacity to lead change and interact with different stakeholders are necessary requirements for the post. For behavioural competencies expected from ESA staff, please refer to the ESA Competency Framework. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. For one of our main customers ESAESTEC, we are currently looking for an Instrument Quality Tool Engineer to lend support in the MTG Programme. Tasks The incumbent will report to the MTGI Product and System Manager, Earth Observation Projects Department, and will be in charge of Follow up the development and procurement of the IRS Quality Tools IQTS, its algorithms and associated tools Follow up the development and procurement of the IRS Payload Data Generator PDG Follow up the definition of the IRS algorithms for simulation, on board processing, and Level 1 ground processing Provide technical support to Satellite and Instrument reviews Provide support to the IRS calibration characterisation onground and inflight activities Provide support to the Validation Verification of the tools. Support the IRS radiometric and geometric performance analyses Interface EUMETSAT in the IQT and PDG meetings Prototype inhouse concurrent IRS geometric, radiometric and spectral performance models. The Instrument Quality Tool Engineer will work in the MTG System Section and will cooperate closely with the Instrument Principal Engineer, the System Performance and INR engineer, and the technical support from DTEC where necessary. Requirements A university degree Masters or higher or equivalent qualification in physics or engineering with at least 4 year working experience in data processing of scientific instruments Experienced with software packages such as C, IDL, Matlab Proven experience in prototyping geometric performance models Experience in Image Navigation and Registration filters would be an asset.
