Voters would get to decide whether to amend the New Jersey constitution this November to guarantee that money received by the state from pollution settlements be dedicated only for environmental purposes, under a resolution approved by the state Senate on Monday. The constitutional change is an effort to block Governor Christie from taking the bulk of a controversial $225 million settlement with Exxon Mobil to balance the budget - a move he has made in past years with millions the state received from Passaic River polluters.
