DISCUSSION AND OUTLOOK ---------------------- At 1100 PM AST (0300 UTC), the center of Tropical Storm Sebastien was located near latitude 24.7 North, longitude 57.8 West. Sebastien is moving toward the northeast near 18 mph (30 km/h), and this motion is expected to continue with an increase in forward speed during the next few days. Maximum sustained winds remain near 60 mph (95 km/h) with higher gusts. Little change in strength is forecast overnight, with weakening beginning by the weekend. Tropical-storm-force winds extend outward up to 160 miles (260 km) from the center. The estimated minimum central pressure is 999 mb (29.50 inches). Sebastien is moving toward the northeast near 9 mph (15 km/h), and this motion is expected to continue with an increase in forward speed during the next few days. Maximum sustained winds are near 60 mph (95 km/h) with higher gusts. Some strengthening is expected during the next 24 hours, and Sebastien could become a hurricane on Friday. A weakening trend is expected to begin by late Friday, and the system is likely to become an extratropical cyclone on Saturday. Tropical-storm-force winds extend outward up to 160 miles (260 km) from the center. The estimated minimum central pressure is 998 mb (29.47 inches).
