General tasks to be performed Reporting to the Head of Procurement Compliance Coherence Office, the Procurement Compliance Officer shall support as required all the activities undertaken by the Office with particular emphasis on the following tasks Contribute to the activities of the Procurement Quality Board Contribute to the drafting, update and advise on the implementing instruments and procedures deriving from the Procurement Regulations e.g. The Tender evaluation Manual and the General Conditions of Tender Assist in the drafting and revision of procurement departmental guidelines, instructions, templates and forms Perform regular review of the Procurement Online to ensure that the content is valid and uptodate and propose any required additionsmodifications Evolve and populate the QA sections on the Procurement Online As required, liaise with the Procurement staff managing the Procurement Department Teamsite and related Procurement Online for the inclusion of new information and documents Contribute to the harmonization and consistency of all information and training material in the Procurement Department Perform indepth analysis and comparative studies of procurement relevant topics as requested by the Head of the Procurement Compliance Coherence Office. To successfully perform the above mentioned tasks, the following background experience is required Master degree in law public procurement from a recognized institution of secondary studies. Drafting capabilities, attention to details and high degree of accuracy Command of electronic office automation tools e.g Microsoft Office suite including Sharepoint Proficiency in English written and spoken proficiency in French would be an asset Ability to grasp and adapt rapidly to the specific context of ESA, its legal framework, procurement procedures, multicultural environment and ESA IT applications Commitment and reliability in the execution of tasks, with a proactive attitude and high degree of autonomy in solving issues and meeting deadlines Excellent verbal and written communication skills. Compliance Officer Job Ref 915 Reports To Compliance Manager Key Purpose of Job Ensure Corporate Compliance Policies and Processes are followed and provide support to the general Compliance function at SSTL. Key Tasks Observe team level policies and procedures to ensure consistent and coherent team output, in line with SSTL approach. Management of the SSTL Bid Compliance processes which include AntiMoney LaunderingKnow Your Customer and Bid Compliance Reviews Management of the SSTL Ethics and Corporate Compliance processes which include Gifts Hospitality Sponsorships Donations and Conflicts of Interests Support the Export Compliance Manager with US Export Control licencing Nationality Screening and where necessary liaising with Legal Counsel in the USA. Support the team with General Data Protection Regulatory Compliance. Develop deliver training material for the above processes for SSTL staff. PERSON SPECIFICATION Qualifications Good level of Secondary or Higher Education. Possess good numeracy, literacy and IT skills. Must be able to hold and maintain UK National Security Vetting at SC level. Must be able to handle US Export Controlled Information. Experience Experience ideally in the electronics or aerospacedefence industry. Experience of working in a busydiverse team environment Experience in working in a legal environment a benefit but not essential Knowledge Skills Experience of Ethics and Business Compliance. Organised, accurate and an attention to detail is essential. Results orientated strong drive to meet quality levels deliver to schedule. Good problem solver able to work methodically, to tight deadlines within a pressurised environment. Key Tasks Observe team level policies and procedures to ensure consistent and coherent team output, in line with SSTL approach. Management of the SSTL Dispatch Process which includes Liaising with the Logistics function to authorise SSTL Dispatches of goods to CustomersSuppliers both within the UK and to EUROW destinations using Freight ForwardersCouriers on a permanent or temporary basis. Supervision of the maintenance all internal records for dispatched goods including checks that Shipping Instructions are followed customs entries with departure messages are received shipment paperwork is obtained Bills of Lading, Air Waybills, Certificates of Shipment and Proofs of Delivery. Ensuring that any consignments which contain hazardous goods are correctly declared to the freight forwarder and that supporting paperwork is provided as required. Assisting with the raising of ATA Carnets and Form CE1246 as appropriate along with preferential trade documents ATR1, EUR1 etc. including any consularlegalizationtranslation activities as per customer requirements. Collating information Dispatch Notes etc. to ensure timely and accurate IntrastatEC Sales List reporting via our Finance department. Checking of freight accounts for both export and import consignments issued by the relevant forwarderAgent to ensure correct charges have been levied for the services provided andor dutiestaxes paid before passing them to the finance department for payment. Management of the SSTL Import Process which includes Arranging clearance of goods into the UK as appropriate Issuing instructions with the relevant CPC to the agent including Commercial Couriers to allow for the goods timely clearance into the UK and where necessary, authorizing paymentsuspension of applicable dutiestaxes. Ensuring that any import permitslicences are in place to allow for the smooth importation of the goods into the UK. Applying for and maintenance of the SSTL IPR Authorisation. Maintaining all internal records for import consignments and completing all relevant HMRC returns. Assisting with all relevant HMRC, HMG and corporateinternal audits as required.
