JOB DESCRIPTION Responsibilities Duties Tasks The key personnel will be assigned to the System and Flight Operations Unit of the Galileo Operations Procurement Service Division and will report to the Head of System and Flight Operations Section. Tasks will include the following Follow the definition and implementation of the overall Service KPIs to be applied to Galileo during the Initial Service Validation and Provision phases, and coordinate the technical definition, implementation and validation of the specific operational KPIs. Support the preparation and validation the operational procedures to interface with the external service providers. Manage the Operational Interfaces with the Service Centres, and the delivery of the agreed products OSM, OSP, ORSI, etc, also in the frame of the Galileo Early Services. Organise resource management meetings OSMBs and coordinate with the Long Term Plan preparation, ensuring that the OSMB outcomes are properly taken into account and flown down also at Mid Term Plan level. Manage Planning Requests affecting service provision and Service related incidents analysis investigation. Support the enhancing of operational planning processes and operational interfaces Active participation to the Service Anomaly Review Boards for the investigation of planned and unplanned outages affecting the service availability and reporting of the analysis results as input to the NAGU process. Attendance of Anomaly Review Boards and Configuration Control Board following in particular the technical issues related to Services provision. Support the achievement of Operations readiness for GALILEO Services Provision. Support the organisation of the GALILEO Project Operations Service Reviews. Development in collaboration with the G2G Project Experts the definition of the G2G services. Qualifications Master degree in any related discipline Required knowledge Significant experience in operations engineering, operations andor service provision Fluency in English, both in speech and writing Familiar with Spacecraft and Ground Segment subsystem knowledge Able to carry on activities and interact in a complex teamwork environment. Able to work independently Experience with management tasks Desirable Knowledge Familiarity with the ESTEC environment Some experience dealing with external interfaces The ability to multitask efficiently working on multiple activities Experience Significant experience in position for operations engineering andor service provision related activities, with some experience in management tasks. A proven experience in in a commercialindustrial environment is required. Experience related to developments in the Galileo project GIOVE, IOV, FOC will be considered an asset Other skills In view of the complex interaction with numerous entities, key personnel should have good communication skills and the capability to work in a complex environment with complex task. Good practical and analytical skills are also required. Perfect command of English, verbal and written. Security Clearance requirements The appointment is subject to the selected key personnel having or obtaining personal security clearance from hisher national security authority. Spaceopal is the operations prime contractor for the European Galileo Satellite Navigation System and manages all Galileo Operations. The awarded European Commission EC contract to Spaceopal is more than just its satellites in space. Galileo Operations will provide highquality positioning, navigation and timing services to users across the whole world as a civilcontrolled service with guaranteed continuity of coverage. Tasks and Responsibilities As far as Galileo space and ground segments are becoming more mature, the overall system is entering a preliminary phase of Service delivery that involves pure positioning based on OS, CS ranging signals as well as further provisions, consisting of a dissemination of data for CS, SARGalileo and support for an emergency localization in the case of SARGalileo. Spaceopal SPO is in charge to operate Galileo Core Infrastructure aiming to support external Providers requests and mitigate the impacts due to plannedunplanned events, especially those which could endanger the Quality of Service at user domain level. The SPO Galileo KPIService Engineer is a member of the Spaceopal SPO Service and Security Engineering Team part of the Galileo Operations Prime Contractor. KPIService Engineer will report to the SPO Bid Management. Hisher responsibility is to support exploitation of Open Services OS, Commercial Services CS and Search And Rescue Services SAR for all aspects relevant to investigation of all operational issues which affect the service delivery, and the definition and reporting of Service Operational Key Performance Indicators KPIs. The main tasks are To identify the specific Service Key Performance Indicators pertaining OPS domain OKPIs and influencing Galileo Navigation Services availability, based on operational status of ground and space infrastructure and management of related maintenance andor anomalies and also to define an appropriate approach to perform Service KPIs measurement and evaluation To define, implement and validate alternative operational interfaces with External Entities, while waiting for the foreseen automated functions to be in place during Full Operational Capability FOC. Interfaces implementation is expected to evolve over time e.g. upgrades in the GMS andor the GSC facility implementation To participate to Service anomaly investigation process providing the technical and operational information in order to contribute to the analysis of unplanned events which effect the production and quality of the navigation messages To use GMS monitoringtroubleshooting tools, also definedesign approaches and means intended to complement GMS ones, to assist the investigation process on Service anomalies To identify potential requirementfunctionality upgrades of the GMS in order to improve the accuracy, timeliness of the Navigation products to better support Service KPI To produce technical notes, plans and other documentation as required plus regular activities status reports To support preparation of technical proposal Required Qualification and experience To be eligible, a candidate must 1 Essential Degree in TelecommunicationsElectronicsInformatics Engineering, Physics.
