For our activities in ESTEC, we are currently looking for a Programme Project Controller. Tasks and Responsibilities As Programme Project Controller you will have to be responsible for the tasks as specified below. General ProgrammeProject Controlling Support to the planning, preparation, execution and followup of projects programmes activities in terms of schedule, related procurement actions, costs including preparation of CaC as relevant, manpower including support, etc. including Assisting in preparing, developing and maintaining programme level plans Assisting in the definition and in maintaining related work procurement plans and related execution and contract actions plans using local tools as applicable Monitoring of the implementation of the programmes and of activities, as appropriate, and preparation of related reports and provision of management information as required Evaluating the results and main achievements of the programme, elaborating related KPIs, and preparing periodic overview publications. Financial and manpower resource planning and control for programme projects Assisting in the preparation of longterm, medium term and inyear resource plans Monitoring and controlling the implementation of the plans in line with resource targets, performing forecasting, identifying deviations and related recovery actions, producing related reports Reviewing checking of ESA internal expenditures such as recharges, support services and purchases for consistency with Costat Completion CAC of industrial contracts Checking commitments for consistency with budgets and ESAs procedures and consumption of commitment ceiling and initiating related budgetary transfers as required. Procurement and contract execution Support to the preparation and followup of the Agencys tender actions Support to the proposal evaluations as expert for the price and schedule verification and analysis Support to the preparation of the financial contract commitment and the data entry of the milestone payment plans in the Agencys systems Contributing to the elaboration, consolidation of related procurement work plans and detailed implementation plans e.g. Contract Action Plan baseline and related commitment consumption, cost and disbursement profiles Ensuring that above plans are properly inserted in the appropriate management tools. Followingup of the progress of the procurement actions and contracts, and keeping track of status and maintaining the current actual and forecasting in the appropriate ESA tools Creating related objects in ESAp, maintaining corresponding information in local applications as required and ensuring the correctness and coherence of related information Monitoring and controlling of timely implementation of actions related to procurement and contractual matters, including monitoring of financial commitments, payment milestones and invoicing Supporting industrial invoicing process and payment verification and control. Monitoring of the programme project industrial return Initiation and coordination of the periodic updating of relevant Industrial Return data base to reflect the current commitments status and the industrial policy forecast for planned activities Verification of coherence with ESA corporate Industrial Return data. Maintenance of list of specific compensation or improvement measures and followup the implementation Verification of coherence of proposed procurement actions with the planned industrial return policy targets of the programmeproject, including the compensation measures. Support to programmeproject level risk management Maintaining up to date the related data, performing data analysis, identifying deviations w.r.t. planstargets and production of associated reports to the responsible management and to the concerned customers when relevant. Support to programmeproject schedule management Contribute to the preparation, development and maintenance of the overall schedule aspects of the project missions, including all mission elements. The post holder shall establish and maintain regular schedule reporting from all mission elements, aggregate and integrate the schedules to a project reference schedule he shall advise on schedule and control methods and participate in the establishment of baseline schedules and plans Assist in establishing schedule data interfaces within the assigned project and the various mission elements ground segment, spacecraft, payload, launcher Perform schedule analysis through Critical Path Analysis, Trend Chart Analysis and simulations Assist in the identification of potential problem areas and proposing mitigation actions preparing reports as required. Operation of the associated management information tools and system databases Support to the responsible entity in the definition of new and improvement of existing processes and tools and production of related documents. Requirements As successful candidate you should have a Masters in Engineering or MBA or an equivalent University degree from a recognised Institution of secondary studies or an equivalent qualification in Business Administration, with at least 4 years of postgraduate and bring the following skills Proficient in the English language, both written and spoken, knowledge of another official ESA language is an asset High level of initiate autonomy, and professional maturity that is required to carry out complex tasks and high level of responsibility Good experience in controlling andor management of activities and resources in aerospace industry. For some tasks knowledge of FinanceAccounting may be required Good sense of contacts and communications, ability to interface at appropriate level with relevant actors within and outside of the Directorate Reliability, rigor and initiative in the execution of the assigned work Proactive attitude to solving problems, identify priority actions and to handle high workload Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and stringent schedule Highly proficient in the use of modern activities and resource management support toolsdatabases of standard office automation support software packages including in particular advance usage of Excel MsOffice and in particular advanced use of Excel Good experience as user of SAP and in particular ECC and SRM modules and familiarity with relevant ESA corporate applications e.g. ESAp is an asset Ability to rapidly understand and adapt to ESA specific context and environment including ESA corporate IT applications. For our activities in ESOC, we are currently looking for a Spacecraft Controller. Tasks and Responsibilities This position may include, among others, the following tasks Operate on a 247 shift basis all or part of the mission control system, which may include parts of the ground segment as well as the space segment, as specified for each mission Depending on the mission assignment, during the prelaunch phase assist in configuring and testing the operational system to support the operations. The successful candidate may be required to develop methods or tools to assist in the execution of the operations Depending on the mission assignment, Onconsole involvement in Mission Readiness Tests, System Validation Tests, simulations and Launch and Early Orbits Phase operations authorised by the Spacecraft Operations Manager, following established rules and procedures In case of ground or space segment anomaly take corrective action as necessary, applying the contingencyemergency procedures approved for the mission to ensure spacecraft safety and the continuity of service provision to users Immediately inform the Spacecraft Operations Manager andor hisher official deputy when a major or critical anomaly is detected, in accordance with the established procedures Participate to other operationsrelated activities small system development, procedures development or maintenance etc upon request of the Team Leader Depending on the assignment, perform any of the abovementioned tasks either as a Shift SpaCon or as a Backup SpaCon, i.e. continuously training on more than one mission to be ready to replace any of the other Team Members at short notice, if need be. Requirements Applicants should have a solid technical background and a degree at least at BSc level MSc would be preferred in a related subject such as Aerospace Engineering, Telecommunications, Physics etc. The ideal candidate is a young graduate MSc in one of the above mentioned disciplines with very good academical career and a passion for satellite missions or space activities in general. Experience working with computer systems and PC literacy is required. DB knowledge would be useful. Previous experience with an interplanetary project will be seen as an asset. Candidates should be ordered, disciplined and have an efficient thinking mind as the appointed person should feel comfortable in a strictly proceduredriven working environment. Due to the operational nature of the job, candidates shall be able to work in a calm and correct manner under conditions of stress and in almost full autonomy e.g. during night shifts. As the successful candidate could be part of a small Ops Team working on a 247 shift rotation pattern, team spirit is also essential to adapt to the sometimes unavoidable shortterm changes to the shift plan resulting from sickness or other exceptional circumstance, with the purpose of avoiding any service disruption and ensuring the satellite health. As official, recorded voice communications via voice loop between stationscentres is part of the job, fluency in English is mandatory. Availability to start at short notice is necessary.
