As a Senior System Engineer you will be instrumental to the system engineering activities for the routine operations of the Copernicus missions as well as to the development of the future Copernicus missions as they become operational. Responsibilities Duties Being a Senior System Engineer a.k.a. the right applicant you would already know most of the things that you would need to do. Here is a little something on the tasks to confirm our common understanding For operational Copernicus missions Contribute to the System Requirements Definition process andor maintaining existing requirements baselines Contribute to the maintenance, for all the operational ground systems, of a complete and consistent set of System Technical Documentation and the baseline Contribute to the creation System Engineering Models of ground systems using modelbased system engineering approach andor maintaining existing model baselines Perform technical analysis of system architecture and specification evolutions or major upgrades of the operational ground systems, for interfaces coherence and compatibility check with other ongoing developments Contribute to the IVV testing approach for major evolutions of the operational ground systems and contribute to the coordination of the installation, integration and verification of new systems into the operational infrastructure Contribute to the various OPS TSS Projects and associated reviews, as required, providing System Engineering support during the design phase and contribute actively to the definition of the IVV activities Contribute to the assessment of Engineering Tasks providing System Engineering expertise to CRBs and ARBs Contribute to the impact analysis of ICT evolutions in operational systems Contribute to the analysis, investigations and resolution of system and ground segment level anomalies Provide expert inputs to the SEP Copernicus System Engineer on all related activities as requested Contribution to the OPS regular coordination processes as requested For the future missions Participate to the description of the system architecture and interfaces between external systems and the Copernicus mission specific elements of the ground system In coordination with the system and interface engineers of the future ground segment, ensure that the definition and documentation of new interfaces are compatible with the methodology used in Operations this includes the use of common templates for Interface Control Document and the use of the same tool for maintaining the interfaces data dictionary Provide support to the definition of the IVV approach for the future ground systems. We are looking to supplement our very talented team in Berlin with a Senior Telecommunications Regulatory Analyst wm The Telecommunications Regulatory Analyst will hold a technical and business development role within KLEO and involved primarily in matters pertaining to spectrum optimization, utilization, and licensing. The successful candidate will be responsible for undertaking engineering and administrative support the companys global licensing and coordination activities with ITU, FCC, and other local government regulators analysis, monitoring, and mini project management as part of the responsibilities below. Main Responsibilities Responsible for preparation of accurate and timely regulatory filings in all jurisdictions where Kaskilo plans for service and operations. Responsible for keeping the companys leadership team informed of regional developments and provides relevant strategic guidance. Work with other members of the Engineering and Business Development teams, to drive strategy and determine practical actions on spectrum management activities around the globe related to the company, and ensures that appropriate actions are taken to support company internal and external spectrum activities. Skills and Qualifications Bachelors degree, engineering preferred, and regulatory experience in satellite spectrum matters. 5 years of relevant experience, and demonstrated success in negotiating of spectrum rights. Experience in working with foreign government officials and regulators. Knowledge of regulated and nonregulated activities within the telecommunications industry. Experience related to international ITU regulations for telecommunications and licensing activities,and processes for driving necessary regulatory changes or ensuring compliance. Experience with FCC, CITEL and or other national and international bodies related to satellite and spectrum management areas. Experience with the CEPT and ETSI processes in the development of ECC Decisions, Report and Standards. Analytical ability required to review and analyze information and data to recommend policies, procedures and formulate any required actions. Excellent organizational and time management skills with strong attention to detail. Coordination of crossfunctional teams including engineering, legal, finance, and business to solve issues and achieve results. Demonstrates accuracy and thoroughness, and strives for ways to improve and promote quality. Excellent communication and presentation skills, verbal and written. Demonstrated persuasive argument and advocacy skills, balancing these with the art of negotiation, compromise, and sound judgment.
