GNSS Service Evolution RD Engineer

The Galileo exploitation phase will start with the provision of the early services by the end of 2014. The Galileo deployment is planned to be completed in parallel by 2020, when all services will be declared fully operational. In parallel to the above, Galileo mission and system evolution activities are initiated. The focus of the Galileo mission evolution is on the next generation of European satellite navigation missions, but some changes may be taken into account between 2015 and 2020 to fine tune the current mission baseline up to Full Operational Capability FOC in 2020. The Galileo 2nd generation evolution will already be initiated in a PhaseA system study in 2014, rather than to follow a fully sequential approach, whereas the 2nd generation activities would be initiated only after FOC of the current generation is reached. The GNSS Service Evolution RD Engineer reports to the Galileo Service Engineering Manager. This reporting line may however change with the evolution of the GSA organisation. Herhis main task is to support the definition of Galileo service evolutions of the current and next generation. Shehe is responsible for Contributing to the definition of Galileo service evolutions Proposing and reviewing a set of scenarios at mission level that are representative of the Galileo evolution, and supporting the establishment of European GNSS Mission Evolution Roadmap EGMER Followingup and contributing to the review of the system evolution studies Supporting the iterations of the Galileo mission and system evolution activities with Member States Followingup the service evolutions of other GNSS systems GPS, GLONASS, Compass and other SBAS systems Carry out analyses and simulations related to the evaluation of the impact of potential evolutions Liaising with EC and ESA related to all aspects of the Galileo service evolutions Providing support to impacts in standardisation of any evolutions Supporting the GSA Market Department for addressing future user communities requirements related to Galileo service provision Liaising with the GSA Legal and Contracts Department and with the Administration and Finance Department for procurement and project management activities Supporting the GNSS Exploitation Programme Manager for any topics related to Galileo service, mission and system evolution.

The GNSS Service Centre Supervisor reports to the GNSS Galileo Exploitation Programme Manager. Nevertheless such hierarchical reporting may change, in perspective of a more mature organizational structure, to be found as soon as the GSA GNSS exploitation will enter its next phase. The GNSS Service Centre GSC operations will initially start with the GSC nucleus operations, covering a Galileo information system and a helpdesk. The GSC nucleus will be upgraded to support from 2014 onwards the Galileo early service provision. Following the procurement of a new GSC facility GSC v1, the service centre will support the Galileo Open Service and the Commercial Service provision from 2015 onwards. Herhis main task is to manage the operations and procurements of the GNSS Service Centre GSC. Shehe is responsible for Managing the operations of the GNSS Service Centre, operated in Madrid Managing the GNSS Service Centre procurements, including infrastructure, operations maintenance and hosting services Managing all GSC related activities of system testing and service validation campaigns Elaborating and implementing a service provision strategy for the GSC Specifying, negotiating and monitoring the inservice Key Performance Indicators applicable to the GSC service provider Contributing to the definition of the future Galileo service levels commitments, ensuring coordination with other GNSSSBAS Service Providers Contributing to the design of the Galileo Services, of their extensions and of their evolutions Service Performance Requirements, Service Performance Definition Documents, User and Signal Performance Requirements Supporting the GSA Market Department for addressing user communities queries related to Galileo service provision Liaising with EC and ESA related to all aspects of the GNSS service centre Liaising with the GSA Legal and Contracts Department and with the Administration and Finance Department for procurement and project management activities Supporting the GNSS Exploitation Programme Manager for any topics related to EGNOS and Galileo service centres.
