The GNSS exploitation programme team is in charge of managing the exploitation phases of the EGNOS and Galileo programmes, and shall in particular Manage the execution of the EGNOS and Galileo exploitation phases in compliance with the ECGSA delegation agreements, controlling the associated schedule, costs and risks Analyse, define and implement the EGNOS and Galileo exploitation concepts Manage the EGNOS and Galileo infrastructure operations, maintenance, protection, ongoing improvement and evolutions activities, through associated contracts andor working arrangements Manage the standardisation activities associated with the EGNOS and Galileo programmes Manage the operational interfaces and service provision to the EGNOS and Galileo users Liaise with the GSA Market Development Department for the market strategy and development of the EGNOS and Galileo use Liaise with the GSA Security Department and Security Accreditation Board for ensuring the accreditation of the EGNOS and Galileo systems and services Liaise with the EASA and other relevant authorities to ensure certification of the EGNOS and Galileo systems and services Liaise with the EC and ESA for all matters dealing with the EGNOS and Galileo exploitationrelated activities. TASKS AND RESPONSIBILITIES The GNSS Operations Maintenance Manager reports to the GNSS Service Provision Manager. Nevertheless such hierarchical reporting may change, in perspective of a more mature organizational structure, to be found as soon as the Galileo exploitation preparation will enter its next phase. Heshe is responsible for Specifying and verifying the EGNOSGalileo Operations Maintenance subcontracted activities Maintaining the associated technical requirements baseline Analysing the Key Performance Indicators, the maintenanceobsolescence reports, the Service rollout progress of the new EGNOSGalileo System Releases, the service provision risks and the contracts changes proposals Analysing the Service Provision and Operations changes Baseline Configuration changes or deviations, Operations processes evolutions and Service Provision transitions Specifying and verifying the Service validation and testing, defining the test platforms utilisation plans Participating to the System Evolutions development reviews Elaborating the EGNOSGalileo Obsolescence Management Plan and requirements definition Defining changes to the EGNOSGalileo Operations, Maintenance and ILS concepts and requirements in particular from the Service Provider Requirements Elaborating the Operations and Maintenance concepts associated to the future EGNOSGalileo System evolutions Analysing Service Provision events requiring public sector actions, ensuring a timely management by industry of observations and nonconformance reports Ensuring the technical interface with EGNOSGalileo infrastructure sites hosting entities and national authorities Contribute to other tasks of Department, as necessary. 1Please note that salaries are adjusted based upon a correction coefficient as calculated by the Commission Currently, 01 June 2012, the weightings are 100 BE, 84,2 CZ, 116,1 FR, 134,4 UK. 2The successful candidate must hold a valid personnel security clearance at the above defined EU level or be able and willing to apply for a security clearance immediately after the contract award. The GNSS exploitation programme team is in charge of managing the exploitation phases of the EGNOS and Galileo programmes, and shall in particular Manage the execution of the EGNOS and Galileo exploitation phases in compliance with the ECGSA delegation agreements, controlling the associated schedule, costs and risks Analyse, define and implement the EGNOS and Galileo exploitation concepts Manage the EGNOS and Galileo infrastructure operations, maintenance, protection, ongoing improvement and evolutions activities, through associated contracts andor working arrangements Manage the standardisation activities associated with the EGNOS and Galileo programmes Manage the operational interfaces and service provision to the EGNOS and Galileo users Liaise with the GSA Market Development Department for the market strategy and development of the EGNOS and Galileo use Liaise with the GSA Security Department and Security Accreditation Board for ensuring the accreditation of the EGNOS and Galileo systems and services Liaise with the EASA and other relevant authorities to ensure certification of the EGNOS and Galileo systems and services Liaise with the EC and ESA for all matters dealing with the EGNOS and Galileo exploitationrelated activities. TASKS AND RESPONSIBILITIES The GNSS Service Performance Engineer reports to the GNSS Galileo Exploitation Programme Manager. Nevertheless such hierarchical reporting may change, in perspective of a more mature organizational structure, to be found as soon as the Galileo exploitation preparation will enter its next phase. Hisher main task is to develop EGNOS andor Galileo inservice performance monitoring requirements, concepts and plans aiming at ensuring an adequate control of the EGNOS andor Galileo service provision performance. Heshe is responsible for the following tasks, related to one or several EGNOSGalileo services Manage the preparation studies and procurement of the EGNOSGalileo service performance monitoring activities Coordinate the implementation of the EGNOSGalileo service performance monitoring activities in Member States Elaborating and implementing a service and signal performance watch on the GNSS constellations GPS, GLONASS, Compass and on the other SBAS systems Specifying, negotiating and monitoring the inservice Key Performance Indicators applicable to the EGNOS andor Galileo service providers Defining current and future EGNOSGalileo service levels commitments, ensuring coordination with other GNSSSBAS Service Providers Analysing the identified inservice performance degradations in order to identify the origins of the problem and propose recommendations for corrective measures in liaison with ESA and the EGNOSGalileo Service Provider Conducting the technical performance assessments related to frequencies, interoperability, compatibility and service level commitments with other systems Contributing to the design of the EGNOSGalileo Services, of their extensions and of their evolutions Service Performance Requirements, Service Performance Definition Documents, User and Signal Performance Requirements Supporting the GSA Market Department for addressing user communities queries related to EGNOS andor Galileo inservice performance Liaising with EC and ESA related to all performance monitoring aspects of the EGNOS and Galileo services Liaising with the GSA Legal and Contracts Department and with the Administration and Finance Department for procurement and project management activities Supporting the GNSS EGNOSGalileo Exploitation Programme Manager for topics related to EGNOS andor Galileo service performance Contribute to other tasks of Department, as necessary. 1Please note that salaries are adjusted based upon a correction coefficient as calculated by the Commission Currently, 01 June 2012, the weightings are 100 BE, 84,2 CZ, 116,1 FR, 134,4 UK. 2The successful candidate must hold a valid personnel security clearance at the above defined EU level or be able and willing to apply for a security clearance immediately after the contract award.
