German govt announces 700 MHz frequency auction

(Telecompaper) The German government has formally announced its decision to auction off two blocks of 30 MHz frequencies in the 700 MHz band for mobile broadband. Mobile broadband using this spectrum will be phased in starting from 2017. The auction will take place at the same time as the auction for 900 MHz and 1800 MHz frequencies whose permits expire at the end of 2016. The blocks will be split into lots, each lot consisting of two paired blocks of 5 MHz in the 700 MHz band. Minimum bids will be based on fees set in 2013, namely EUR 75 million per lot.

Dutch govt opens new ICT breach bill for consultation

(Telecompaper) The Dutch Ministry of Security and Justice has submitted a revised bill covering the obligation to report serious ICT breaches. The bill is now open to a consultation process that will run until 6 March. The bill includes rules on how to process data for the ministry as regards to cybersecurity. The obligation to report will only cover providers of products or services that are of vital importance to Dutch society. Reports will be processed by the National Cyber Security Centre (NCSC), part of the ministry. The main purpose of the reporting obligationis to help the NCSC better assess the risks associated with any ICT breach and then assist the party or parties affected. The rules on data processing will strengthen the legal process and clarify the provision of confidential data by the NCSC to third parties.

UnitedHealth Profit Beats Views as Gov't Sector Grows

UnitedHealth Group Inc, the largest U.S. health insurer, on Wednesday reported a better-than-expected fourth-quarter profit as it added new customers in government-paid plans and its Optum pharmacy management business hit record revenue. Profit in its health insurance business, which includes commercial and government customers, was helped by medical costs that the company described as being "well controlled," and decreased inpatient hospital use per person in 2014.
