PROFILE The key person shall have A University degree or equivalent in a relevant discipline Good theoretical knowledge of satellite imagery data processing algorithms for navigation, registration and calibration and the techniques used for assessing the geometric and radiometric quality of Level 1 image products A minimum of 3 years experience in the processing and analysis of data from imaging andor sounding instruments on remote sensing spacecraft Significant experience of validating remote sensing products and complex remote sensing data processing systems Fluency in English. In addition, the Key person shall have practical, demonstrable experience inwith Software engineering, in particular software development, in a Unix environment using CC, and ideally also Python and MatlabIDL Implementation of scientific algorithms from a given specification. Mission Control System Software Engineer The Mission Control System Software Engineer shall provide prime support to the evolution and maintenance of the operational Mission Control Systems. Network development and maintenance engineer The Network development and maintenance engineer shall support operations and maintenance of the network infrastructure and service of the ground segments. They shall also carry out the handling and troubleshooting of the network systems and services anomaly as well as being in charge of the operating administrating and maintaining thirdparty provided network services. Heshe shall also monitor and report the performance of the network infrastructure and systems, including third part provided network services, and the quality of the services delivered to the users. Computer System Engineer The Computer Systems Engineer shall provide support to the operational Ground Segments. The duties shall range from the support to the operation of the UNIXLinuxbased ground segment facilities, to the analysis, design, development, testing and maintenance of distributed hardware and systems software platforms. This will include the setting up and implementation of maintenance policies and procedures, the support to the procurement of hardware and software, and the coordination with external providers of maintenance services. Storage SAN system engineer The Storage Network InfrastructureStorage Area Network Engineer shall provide support to the development and maintenance of storage systems of the operational ground segment, with special focus on archive and retrieval services. The duties will include the administration and operation of the central archive systems, maintenance of the external storage inventory and support to the operation of the storage and computing services. Dissemination Software Engineer The Dissemination Software Engineer shall provide support to the development and maintenance of the Data Services Systems. The duties range from gathering requirements, design, implementation, testing and configuration of developed dissemination software and related commercial off the shelf software throughout the entire software life cycle including review of similar software. Infrastructure Engineer The Infrastructure Engineer shall provide support to the development and maintenance of the operational infrastructure supporting the programmes. In doing this, the Key Person shall support SEP activities in the following areas of work Modelling of ground segment subsystems, addressing functional, behavioral and interface aspects Refactoring of the architectural design of existing systems within the context defined for the Reference Ground Segment Support the consolidation and evolution of the Reference Architecture Definition of requirements for the components of the architecture. The Key person is expected to perform the following specific tasks 1. Build models of Subsystem of the RA Ground Segment, capturing their requirements, describing the internal architecture and defining their external interfaces 2. Support the generation, review and maintenance of the documentation of the RA Subsystems addressing their architecture, functions, requirements and interfaces 3. Support the management of the requirements of the RA subsystem and Components, heeding on the evolution of the operational system and future systems, using DOORS 4. Categorise and link relevant Subsystem and Component requirements to the model for traceability 5. Refine the processes and working practices established for the application of the Model Based SE and the use of CORE 6. Support the administration, configuration, deployment and use of CORE licenses. In the performance of these tasks, the Key person shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. The actual work will be released and defined in terms of scope, period, tasks, and deliverables in individual Work Packages. MANDATORY SKILLS The Key person shall have a university degree or equivalent in an engineering discipline relevant to the job profile together with the experience and capability to fulfil the assigned tasks with a minimum of supervision. Knowledge and experience with the following is considered essential Extensive experience in the analysis of systems applications and modelling At least 5 years demonstrated experience in the field of systems engineering and architectural design Space and Ground System engineering processes, and System and Software lifecycles and standards. Heshe shall have the capability to write accurate and consistent technical documentation. Good communications skills verbal and written are important. Incorporation date 01Jan2015 Type of Contract 2 years Education University degree in the engineering domain or equivalent Professional Experience The key person shall have at least 3 years experience in the following areas Development and maintenance of complex operational ground systems, preferably for remote sensing spacecrafts with large reuse of existing generic infrastructure and functional elements System, IVV and Interfaces Engineering AIT experience for the development of major upgrades new ground systems in a 247 operational environment Interfaces requirements definition, engineering and test, including the generation and maintenance of Interface Control Documents, with support of tools In addition, for the accomplishment of the listed tasks, proven knowledge and experience in the following of at least two of the following areas Satellite monitoring and control systems Data processing Dissemination Archive systems Ground Stations It would be a distinct advantage for the key person to have knowledge andor experience with some of the following Full development cycle of large systems, from the definition of requirements to system design and testing Knowledge of Network system engineering would be considered as an advantage. In the role of support to the maintenance activities of the operational programmes, the tasks of the Key person shall include Coordinate the maintenance, for all the operational ground systems, of a complete and consistent set of Interface Control Documents Perform technical analysis of system architecture and specification evolutions or major upgrades of the operational ground systems, for interfaces coherence and compatibility check with other ongoing developments Define the interface testing approach for major evolutions of the operational ground systems and contribute to the coordination of the installation, integration and verification of new systems into the Operational infrastructure Contribute to the various OPS TSS Projects and associated reviews, as required, providing Interfaces Engineering support during the design phase and contribute actively to the definition of the IVV activities Perform analysis, investigations and resolution of system level anomalies. Support the GSI System Engineer on all related activities as requested Attend the OPS regular coordination meetings, including CRBs and ARBs, as requested. In the role of support to the development of new GEO and LEO programmes, the tasks of the Key person shall include Participate to the definition of the system architecture and interfaces between the multimission elements and the programme specific elements of the ground system In coordination with the system and interface engineers of the future ground segment, ensure that the definition and documentation of new interfaces are compatible with the methodology used in Operations this include the use of common templates for Interface Control Document and the use of the same tool for maintaining the interfaces data dictionary Provide support to the definition of the IVV approach for the future ground systems Promote the implementation of the TSS working practices regarding system maintainability and evolutions. Language Skills The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Key person must be able to work effectively in this language and have knowledge of the other. Good communication skills are essential for the fulfilment of the tasks requiring interaction.
