Briscoe County landowners fighting push to regulate groundwater

A group of Briscoe County landowners is at odds with the state over a recommendation to join the High Plains Underground Water Conservation District. The water district's board of directors will vote within the next four months whether to add to the district acreage in Briscoe County, as formally recommended by the Texas Commission on Environmental Quality.
