The landfill opened in the late 1980s and, over the next quarter-century, piled up a mountain of out-of-state trash. Permitted to accept 10,000 tons of mostly New York and New Jersey garbage daily, it dwarfed the communities in its shadow and warned interstate travelers to choose another exit.
