A pedestrian bridge planned for the University District has turned into a free speech battle at Spokane City Hall, but more importantly, that bridge is also a sign of new life being breathed into an old neighborhood long hobbled by crime and prostitution. The bridge will span the Burlington Northern Santa Fe railroad tracks from the University District on the north side to the East Sprague neighborhood near Sherman.
