The Indian government has established a body to monitor the use and implementation of biotechnology such as genetically modified organisms in food, but there is a problem with the panel's mode of operation -- there isn't one. In fact, according to recent reports, the monitoring committee has not met for years, prompting one media source to quip, "ignorance is bliss."
