Oktober 2016 MUSTHAVE SKILLS MANDATORY In addition to having a university degree or equivalent in a relevant discipline, the consultant shall have at least 5 years experience gained through the specification, procurement and operation of space mission planning systems. More precisely, the following experience is required At least 5 years practical experience of LEO mission planning system specification, development, procurement and routine operations At least 3 years experience of AIV related activities test procedure generation, requirements verification and validation, etc, preferably in the field of space mission planning systems At least 3 years experience in the production and maintenance of mission planning operational rules using a Javalike Business Rules Management System e.g. JBoss Drools or ILOG Rules At least 2 years of working with files in XML format At least 2 years experience with the LinuxUnix operating system user command level Experience with Software Version Control Systems e.g. CVS, SVN or Git and Software Configuration Management Systems e.g. Serena Dimensions. NICETOHAVE SKILLS CONSIDERED AS AN ADVANTAGE The following experience would be advantageous At least 2 years working with relational databases and sql, preferably involving Oracle database administration Knowledge of ECSS and CCSDS standards At least 1 year of software development in C, with knowledge of Oracle database access using ProC advantageous Knowledge of the principles of satellite monitoring and control Tasks The Consultant shall mainly perform tasks related to the development and procurement of the EPSSG Mission Planning System MPS. These tasks typically include Supporting the EPSSG ground segment team in the development and procurement of the MPS and any related tools Analysing and reviewing relevant EPSSG documentation, preparing technical notes and attending technical meetings Participating in reviews for the MPS and, when necessary, interfacing facilities and associated tools, throughout the procurement lifecycle Participating in MPS factory or onsite acceptance testing and related activities at facility and system level. If necessary, creating and executing test procedures to support this activity Analysing reporting on test results, in particular with respect to requirement verification and validation Proposing changes to the MPS or related tools for instance to modify some aspect of the software functionality, and contributing to the process for implementing such changes change justification, baseline requirements update, issuing the change request, liaison with external contractors, etc Raising, monitoring and steering the lifecycle of MPS related anomaly reports ARs and nonconformance reports NCRs. Supplying context and analysis to support the investigation of anomalies Participating in the installation of the MPS and related tools at EUMETSAT. Verifying the installation Defining the MPS operational implementation rules, database structures, etc and maintaining a detailed understanding of the space and ground segment operational needs that are met through mission planning Producing and maintaining MPS related documentation such as the Operational Implementation document and the MPS User Operations Guide Interacting with internal users, suppliers and partner organisations Providing procurement support to other future missions, notably JasonCS, if required
