PPG liable for violations at longtime dump site

A federal judge has ruled that PPG Industries Inc. is liable under state and federal environmental laws for polluted runoff from its old glass manufacturing waste dump site that has for decades polluted the Allegheny River near Ford City in Armstrong County. The decision filed Monday by U.S. Magistrate Judge Robert Mitchell in the 2012 case brought by PennEnvironment and the Sierra Club said PPG's glass dump waste water discharges into Glade Run and the Allegheny River violate the state's Clean Streams Law, the federal Clean Water Act and the federal Resource Conservation and Recovery Act.
