Two men are in custody after their celebratory New Year's gunfire cut power to an area of southeast Fresno early Thursday morning, police report. Tommy San, 19, and David Lay, 26, were booked on charges of negligent discharge of firearms and may be billed by Pacific Gas & Electric Co.
