Maintaining the transportation systems that keep the New York City region in motion - the subways, buses, commuter rail lines and bridges and tunnels - is properly the responsibility of the state. Only the state has the power through the Metropolitan Transportation Authority to coordinate the complex moving pieces, and only the state has the financial muscle necessary for repairs and upgrades.
