EU Council formally approves roaming, neutrality rules

2015-10-02 08:16:00| Telecompaper Headlines

(Telecompaper) The European Union Council has formally approved new rules to end mobile roaming charges and put in place net neutrality regulation as of mid-2017. The Council said its position at first reading was adopted without discussion at a meeting of the Competitiveness Council. The European Parliament is now expected to adopt the text at its plenary session in late October, with the regulation entering into force three days after its publication in the EU Official Journal, which will probably take place in November. The EU has therefore taken another key step on the way to abolishing roaming charges and implementing the first EU-wide provisions to safeguard open internet access after the compromise between the member states and the European Parliament reached in July.

In a broadside against federal regulators, GOP presidential hopeful Jeb Bush says he'd overturn the government's sweeping net neutrality rules that currently prohibit Internet providers from favoring some Web sites over others. Arguing that Washington is in the midst of a "regulatory crisis" spurred by President Obama and the Federal Communications Commission, Bush said Tuesday that, if elected to the White House, he'd "repeal or reform" a number of regulations, beginning with net neutrality.

A U.S. appeals court will hear oral arguments on Dec. 4 in lawsuits that challenge the Federal Communications Commission's "net neutrality" rules, which prevent broadband providers from blocking or slowing Internet traffic, the court said on Monday. USTelecom, a trade group for broadband providers, and other opponents of the rules sued the FCC this year, saying the commission violated various laws, regulations and procedures when it passed the rules.
