(Telecompaper) A court in The Hague has overturned an order for Dutch ISPs XS4All and Ziggo to block the Pirate Bay file-sharing website. The court said the ban was "ineffective", an affront to free entrepreneurship and too wide-ranging a sanction given its limited achievements. The ruling overturns an earlier court order won in January 2012 by Stichting Brein, a foundation set up to protect copyright interests, for the two ISPs to block their customers' access to the Pirate Bay. The court in The Hague heard the appeal by Ziggo and XS4All in September 2013. It rejected Brein's arguments and ordered the foundation to pay the legal costs of the case, of around EUR 325,000. According to research by Telecompaper, around 18 percent of Dutch consumers say they download content from peer-to-peer websites. Customers at KPN, the owner of XS4All, were the least likely to use P2P sites, with 69 percent saying they never do so. This was higher than at other major ISPs, such as UPC (54%) and Telfort (46%).
