TransCanada Corp. confirmed Thursday that it no longer plans to build a terminal at Cacouna, Que., as part of its Energy East pipeline project, but says it's looking for potential alternatives in the province. It also says the Energy East pipeline will be in service by 2020, about two years later than the previous target of late 2018.

TransCanada Corp. wants to use a combination of existing pipelines and new construction to carry Alberta crude oil 4,600 kilometres across the country to export terminals in Quebec and New Brunswick. The National Energy Board's website says that for people to participate in the hearing process, "you must be directly affected or have relevant information or expertise.

The president of the proposed Energy East pipeline continues pitching a Quebec terminal at Cacouna on the St. Lawrence despite being urged by the province's premier to look elsewhere due to concerns over whale habitat. Francois Poirier tells a Canadian Club luncheon in Ottawa the $12-billion, 4,600-kilometre pipeline from Hardisty, Alta., to the Atlantic Ocean will include marine terminals in Cacouna, Que., and Saint John, N.B. TransCanada suspended preparatory work on the Cacouna port last fall after a Quebec Superior Court judge issued an injunction against seismic work in the St. Lawrence estuary to protect threatened beluga calving grounds.
