REUTERS: Consumer watchdog Public Citizen said it petitioned the U.S. health regulators to withdraw approval of Sanofi SA's Seprafilm and order a recall, saying the surgical implant has been associated with side effects including death. Seprafilm, developed by Genzyme, is used to reduce abnormal internal scarring following surgery, by separating tissues and organs while they heal.

Ted Gaines , R-Roseville, has proposed eliminating the $2,500 rebate on electric cars that cost more than $40,000. This would eliminate the rebate for Tesla buyers while preserving it for automakers like Toyota and Nissan, which make electric vehicles for less than the $40,000 price point.

California, operator of the nation's biggest carbon market, plans to revoke offset credits issued to EOS Climate Inc. and Environmental Credit Corp. for ozone-depleting substances destroyed at a plant in violation of its federal permit. The companies operated projects that delivered refrigerants, proven to destroy the earth's ozone layer, to a Clean Harbors Inc. complex in El Dorado, Arkansas , for disposal.
