Congressman Brian Higgins and New York State Assemblyman Sean Ryan announced they are endorsing a plan for the development of Buffalo's Outer Harbor that was created by Buffalo Niagara Riverkeeper. The Riverkeeper plan focuses on preserving and enhancing recreational greenspace, improving public access to the water and water's edge, and concentrates development at the vacant terminals A and B.
