The U.S. Department of Transportation on Friday dealt a blow to domestic airlines, granting tentative approval to a plan by Norwegian Air International to serve the U.S. after more than two years of debate over the discounter's plan. The regulator, in a statement, said that Norwegian "appears to meet DOT's normal standards for award of a permit and that there appears to be no legal basis to deny NAI's application."
