Groups that provide refugee services across the United States expressed relief Thursday after the federal government announced the release of $71.5 million it had reprogrammed in June to deal with the thousands of unaccompanied minors who crossed the border this year. The Department of Health and Human Services told the states on Thursday that the money would be released because the flow of migrants had fallen.
