Communications and Networks Systems Engineering Consultancy Support

For our activities in Germany, we are looking for a person to provide Communications and Networks Systems Engineering Consultancy Support. TASKS Support to procurements of customerled network services and systems. Contribute to requirements specifications and statements of work. Participate in the evaluation of offers for network services and systems. Lead and implement the migration of existing operational programmespecific and shared facilities from their current legacy networks to the consolidated network infrastructure at EUMHQ. Upgrade the EUMETSAT networks in remote sites. Support and contribute to the development of network solutions for future programmes. Demonstrate how system architecture and design parameters and deliveries will meet requirements, through the effective design and implementation of testing and other verification processes and procedures. Ownership of customer communications systems needs. Prime interface and point of contact for ensuring customers needs are understood and translated to technical specifications and constraints. Owning the responsibility to identify gaps between what the customer requires and the policy and technical constraints that may need to be mitigated e.g. security policy adherence. Leading the rollout of customer solutions within the projectprogramme and being the liaison between the Comms Team and the ProjectProgramme throughout. Obtaining and ensuring customer buyin and joint ownership of deliverables. Ownership of the network performance and management solution delivered and the servicesolution quality delivered to the customer. Actively contribute to the substantial scheduling challenge integrating the project schedule with other schedules through liaison with multiple stakeholders to ensure that project requirements are met, whilst facilitating the most effective deconfliction with existing network operations for operational systems. University degree in a relevant engineering discipline Significant knowledge and a minimum of 5 years direct experience in the area of specification, design, implementation, verification and maintenance of communications systems. Domain Skills A demonstrable ability to analyse complex systems and present them in a comprehensible way to across other technical and managerial domains, with the specific ability to understand and communicate the relevant detail whilst maintaining focus on the overall systemwide aspects. Experience with estimating and scheduling of multiple concurrent technical activities such that milestones and their likely achievement can be communicated. Communication skills, in terms of experience in authoring technical and project documentation, and then being able to present it to a broad audience in English. Development, Verification Maintenance Skills The key person should demonstrate substantial recent direct experience with all aspects of network engineering within a comparable ideally satellite ground system and ICT communications system lifecycle. This should include for example identification of needs to deployment, operations and eventual decommissioning, and explain how those skill and experience would be directly relevant to meeting the requirements of the position. Supporting examples should be provided of recent experience where such skills have been deployed. This would include experience with mature change, configuration, capacity and problem management processes and systems. Evidence of having worked with customers and stakeholders to extract and document business or crossdomain requirements, translating them into technical formal communications requirements for delivery within a project methodology. Experience in the design and delivery of test plans such that deliverables can be validated against their likely ability to meet stated requirements. Technology Skills Internet Protocol network design, specification, documentation, testing, fault finding, and evolution. Indepth knowledge of Cisco design methodologies, technologies and solutions ideally including enterprise WLAN infrastructure. It will be beneficial if the key person holds current Cisco certifications or equivalent. Familiarity with the trend to virtualise the above technologies and to recommend and justify when and why such approaches may be optimal, in addition to then deploying and supporting them e.g. SDNs. Security skills associated with securing the communication system e.g. next generation firewalls, VPN, intrusion detection and prevention, strong authentication. Skills appropriate to associated domains e.g. computing clientserver, storage, dissemination. Network performance monitoring in terms of both the network and the applicationssystems it supports in terms of supporting fault finding, documentation, performance tuning, capacity and configuration management etc. Familiarity with IP based Telephony Systems Other Skills Able to work effectively in English The key person shall also be assessed for the following skills and qualities Working proactively with the minimum of supervision in an individual or team environment. Conducting activities in an orderly and disciplined manner, working calmly and correctly under stress. Working in teams and sharing expertise and experience with other team members. Able to commit to the plan and deliver the expected results on time or to report proactively if any deviations are foreseen. Take ownership of problems through to effective resolution. ITIL and direct experience in change and configuration management. Some knowledge of German not mandatory. EU national or valid work permit for Germany CV in Europass format

TASKS Support to the maintenance of MTG Mission Operations Facility requirement specification in the area of Monitoring Control System and liaison with the operational users for the definition of the requirements baseline. Follow up the MTG Monitoring and Control Subsystem MCS procurement to make sure that the delivery fits the intended purpose. Support the MTG ground segment team, the Mission Operations Facility manager and the ground segment manager. Interact with suppliers and partner organisations. Participation to the Reviews for the Monitoring and Control Subsystem and interfacing facilities. Participation test conduction and or witnessing to MTG Monitoring and Control Subsystem facilities testing and related activities on facility as well as on system level. Analysis of test results and test reports on facility as well as on system level in particular with respect to their suitability for requirement verification and validation. Track the MTG Monitoring and Control Subsystem test results, test reports and requirement verification status. Installation of the MTG Monitoring and Control Subsystem at EUMETSAT, while fulfilling the configuration management requirements. Verification of correct facility installation. Monitor and, where applicable, steer the lifecycle for all related anomaly reports ARs nonconformance reports NCRs. Preparation and production of routine reports as necessary. Preparation of technical notes and attendance at technical meetings. Analysis, review and generation of any relevant MTG documentation. Maintenance i.e. mainly configuration and installation of the SCOS 2000 MCS demonstrator installed for familiarisation of the operations preparation team with the Mission Operations Facility MCS. TASKS Contribute to the definition, design, implementation and maintenance of architectures for data processing ground segments and their components with special emphasis on product quality control, calibration and validation, production monitoring and reporting. Support the operations of existing data processing ground segments and their maintenance and evolution. This will also include Upgrade software, including implementing and maintaining new algorithms for product quality control and calibrationvalidation activities. Perform routine tasks in operational systems under configuration control such as 3.1. Support the Configuration Management process and the building and distribution of software releases and patches 3.2. Support to the development, integration and configuration management of software developed by third parties, its installation, and configuration and testing 3.3. Anomaly investigations, documentation and classification 3.4. Follow up of the delivery of SW resolutions for any engineering change e.g. anomalies and evolutions Perform standard SW engineering activities such as 4.1. Mandatory Attributes, Skills and Experience University degree or equivalent in a relevant discipline Relevant experience in preparation of requirements, design, interfaces and testing documentation for data processing systems considering the systems engineering aspects of data processing management and data provision experience of data processing for high data rate missions andor Earth Observation missions is an asset but is not mandatory Experience in SW design, SW development, operation, maintenance and trouble shooting of large complex realtime data processing systems for Earth Observation missions. Competence in objectoriented software design and implementation possibly in the context of satellite instrument data processing systems. Systematic approach to work, including the ability to plan the work and to cope with tight schedules and multiple tasks Ability to write accurate and consistent technical documentation Ability to learn and develop the needed skills and knowledge to contribute to the development of Data Processing applications within the Supporting Application Engineering Team. Willingness to work within a multidisciplinary context in cooperation with other teams. The ability to maintain a system overview is essential.
