Our German subsidiary ACSD provides consultancy service at EUMETSAT Darmstadt. Selected candidate will sign permanent full time contract and work at EUM premises. For our activities in Germany, we are looking for a person to provide Satellite Application Facilities Engineering Consultancy Support SAF Network Management Task 1 Using the EUMETSAT Webbased RID Tool, support the preparation and conduction of all SAF Reviews, properly configuring the tool for each review, based on related organisational notes, and the generation of review reports. The contract shall also support the evolution of the used Webbased RID tool in line with evolving requirements as well as detected anomalies to be corrected. Typically, up to 3035 SAF Reviews are conducted every year, either by email exchange, with collocation meeting of the review board and the SAF project, or when via teleconf. Task 2 Update and refine the structure of the SAF Network Management Intranet and Extranet areas and update the related content in line with the evolving status of the SAF Network. Task 3 Maintain on the SAF Network Management Extranet the SAF Controlled Documentation Baseline at network level and for each SAF Task 4 Ingestion of the related new documentation metadata into the supporting Database Task 5 Update of the SAF System Architectural synthesis available through the Internet Task 6 Configure the SAF EUMETSAT FTP Server, used in conjunction with other WEB Tools. A dedicated FTP Server is available for the exchange of documentation between the SAFs and EUMETSAT. This FTP server supports specific SAF reviews and also a dedicated documentation exchange during different phases of a SAF project. Task 7 Support the followon of the SAF Developments related to MTG and EPSSG, including assessment of evolution of requirements, evolution of design and interfaces with respect to the baseline plans, providing synthesis elements to be made available via InternetExtranet. Task 8 Support the supervision and assessment of SAF Verification and Validation activities for all new productsoperational chains related to MTG and EPSSG, in particular in terms of Evaluation of the test progress with respect to EUMETSAT Multi Mission Elements MME of the Ground Segment Dissemination and ArchivingRetrieval Evaluation of the coherence of the SAFs Verification and Validation plans and Test Records with respect to the programme Verification and Validation approach of new satellite programmes in development Supporting the distribution to SAFs of Test Data related to new satellite programmes in development for use by SAFs for verification and validation purposed Gathering of Verification Validation Results provided by SAFs for inclusion in the Verification Validation Files of the new programmes in development. Support to EUMETSAT Programme Reviews Task 9To support the configuration of the Webbased RID Tool in line with the organisation notes for EUMETSAT Programme reviews. Typically, this support will be relevant for up to 10 reviews per year. Task 10To support the programme review secretariat during the conduction of reviews is so explicitly requested and agreed. Experience Mandatory General Knowledge of Ground Segment Engineering lifecycles Experience in Project Reviews Organisation and conduction Knowledge of requirements definition and traceability Knowledge of engineering standards used in Ground Segment Developments, such as ECSS Experience in WEB application in implementing and maintaining web contents and services for Internet, Intranet and Extranet systems Experience in using Web Contents Management Systems. Technology Skills for the WEB activities Mandatory Experience in PHPJavaScriptHTML5CSS3 Experience in Relational Database e.g Oracle and metadata management for documentation systems based on extranet. Complementary Experience Qualifications advantage Basic knowledge of Verification and Validation processes Use of Web Collaboration Tools Knowledge of Internet technical and organisational aspects, internetworking concepts and architectures, classical Internet applications e.g. FTP, SMTP, NNTP Knowledge of XML,XSD, and XSLT Experience of working in an ISOcertified environment Personal skills and Working Language Good personal communication skills oral and writing to interact with EUMETSAT groupsstaff responsible for content generation, andor for providing requirements for new applications Able to work effectively in English Have knowledge of French In addition EU national or valid work permit for Germany CV in Europass format

The tasks and responsibilities of the key person will typically include the following Lead end to end Operation Preparation activities when external entities and partners are involved, in coordination with relevant existing operational interfaces managed in OPS. Deputise System Ops Team Leader in charge of the Ground and System Operation Team. Manage and Coordinate Joint Operation Plans and Operations Interface Control Documents. Support OPS Team leaders in managing the development and validation of end to end System Operation Procedures and Timelines which cover Operations related to Databases, On Board Software and System routinecontingency scenarios. Lead System Timeline procedures definition. Coordinate with OPS team leaders to ensure compliance with existing OPS workflows and processes as per Operations Management Plan OMP. In coordination with OPS teams, contribute to the Reference Operations Plan and ensure coherency with mission concepts. Contribute to SSVT Specification and Organisation Plan and coordinate all SSVT test plans with Satellite and System teams. Define Operations Validation Plan and ensure technical coordination for the related future activities. Ensure coherency and homogeneity of all delivery mechanism to Ops Prep and future Operational usages. Coordinate with OPS the MMI definition and control room layout organisation Ensure focal point of contact for coordination with VV team. Ensure focal point of contact for coordination and Ops Prep support to OGS team. Coordinate communication within Ops Prep team ensure new comer induction and reading materials. Support EPSSG System team for requirement traceability to Operations and Concepts. Technical skills University degree or equivalent in a relevant discipline A demonstrated experience of at least 5 years in the field of Spacecraft Operations with specific experience as follows Expertise in space to ground interface and end to end system dataflow ensuring mission data availability to end users Good system knowledge of the main functional elements of a ground system which are used for the monitoring and control of a satellite Spacecraft monitor and control operations on SCOS based system Experience in the operation or development of satellite ground segment facilities, in particular procedure development, monitor and control, mission planning, onboard software management, performance analysis, configuration management and simulator facilities Demonstrated experience in a similar key role for the definition and validation of specific operation preparation phases such as SSVT, validation campaigns or rehearsals Operation development life cycle and Operation Preparation environment such as procedure editor and databases management tools Specification of system and operational concepts, facility requirements and external operational interfaces management.
