Comptroller Scott Stringer says the Metropolitan Transportation Authority has shirked its responsibility to keep the city's 660 miles of subway track clean and rat-free. "Our auditors observed rats scurrying over the tracks and onto subway platforms, and it's almost as if they were walking upright - waiting to take the train to their next meal," Mr. Stringer said in a statement Thursday.
