While California's powerful Public Utilities Commission has taken steps to address controversies over its oversight of the state's utilities, state lawmakers and critics of the agency urge it to adopt tougher rules on a huge obstacle to reform: the revolving door between the PUC and the power industry. Over the past 20 years, a number of high-ranking officials at the state Public Utilities Commission -- including its top boss for 12 years, Michael Peevey -- joined the agency after working for utilities that the PUC regulates, or landed jobs in the power industry after stints at the PUC.

What's being described as the "pervasive" influence of PG&E with the state Public Utilities Commission extended well beyond disgraced former PUC President Michael Peevey and included other commissioners and top PUC staffers. That's the conclusion of Bay Area political leaders, state legislators and a former PUC official who have reviewed a sampling of the 65,000 emails released by PG&E late Friday.

PG&E on Friday provided to state regulators copies of 65,000 emails dating back nearly five years to early 2010, the latest twist in the aftermath of a fatal explosion of natural gas in San Bruno. The emails were the subject of a voluntary review PG&E undertook in 2014.

Texas PUC to Submit Proposed Rules for Adoption

In September 2014, responsibility for regulation of water and wastewater utilities was transferred from the Texas Commission on Environmental Quality to the Public Utility Commission . The transfer allows TCEQ to focus on its core environmental mission while taking advantage of PUC's historic ratemaking expertise.1 The PUC originally regulated water and sewer rates, and the agency historically has regulated rates and services of electric and telecommunications companies in areas where competition was weak or nonexistent.2 According to Darryl Tietjen, director of Rate Regulation for the PUC, one of the basic objectives of the move is to make water regulation more consistent with the way electric utilities are regulated.
