(Telecompaper) Ooredoo Group and Nokia have signed a major framework agreement in Doha to support Ooredoo's long-term development strategy across its footprint in the Middle East, North Africa and Southeast Asia. Under the five-year contract, Nokia will provide advanced mobile broadband technologies and professional services to help Ooredoo Group support 2G, 3G, 4G and LTE-A networks. In the renewed agreement, the terms and conditions have been revised to include global best practices in terms of delivery and technology for the benefit of both companies.

Questions are being raised about a $16.7 billion natural gas property tax deal the Walker administration has reached with producers and whether the certainty it provides may come at the expense of local governments. At a Friday meeting of a group of local governments known as the Municipal Advisory Gas Project Review Board, the Fairbanks North Star Borough questioned whether the producers who would be paying the property taxes on the $55 billion project were getting a tax break, as well as tax certainty.

"Race to the top" is the American buzzword. What you wont hear mentioned is the word "sanctions". Or "punishment". For all their efforts to get 200 governments to commit to the toughest possible cuts in greenhouse gas emissions, climate negotiators have all but given up on creating a way to penalise those who fall short....
