(Telecompaper) The Regional Court of Cologne has ruled that clauses in Deutsche Telekom's contracts proposing bandwidth throttling for fixed-line internet flat-rates are not viable. This follows a complaint by the North Rhine Westphalia Consumer Association. Telekom wants to throttle internet speeds to 2 Mbps if customers with fixed-line contracts exceed a monthly usage of 75 GB, excluding the use of Telekom's Entertain IPTV service. The Court agreed with the consumer group that the policy would pose an "unreasonable disadvantage" to customers, who should have the security of knowing that speeds would not be reduced during their contracts.
