Capetonians were complaining bitterly on Friday when they were unable to refill their LP gas canisters, owing to a short supply as a result of unplanned shutdowns at the Western Cape's main oil refineries. The shutdowns began on Thursday, with the Chevron refinery in Cape Town and the PetroSA refinery in Mossel Bay experiencing technical issues.
