FCC approves new net neutrality rules

(Telecompaper) The US Federal Communications Commission has approved new net neutrality rules for internet service providers. After its previous 'Open Internet' rules were struck down twice on court appeal, the regulator proposed new, tougher rules, drawing on the existing regulation of fixed telephony and backing from US President Barack Obama. The new order notably reclassifies internet access as a telecommunications service, as defined under Title II of the Telecommunications Act. This gives the FCC greater authority to regulate internet providers. The new rules also ban paid prioritization, where a service provider can pay the network operator for preferred access to end-users, as well as prohibit blocking and throttling of lawful content and services. These rules will also apply to internet services over mobile networks. The FCC's authority also is extended to interconnection agreements between network and content providers, allowing it hear complaints and settle disputes.

FCC approves Journal, Scripps merger

The Federal Communications Commission has approved a transfer of the Journal's radio and TV broadcast licenses to the E.W. Scripps Company of Cincinnati. That's part of a move announced in late July to merge the two companies' broadcast and digital products under the Scripps banner.

Comcast to drop Detroit if FCC approves Time Warner merger

(Telecompaper) Comcast has revealed it will pull out of Detroit and other midwestern and southern US communities if the Federal Communications Commission (FCC) green lights its USD 45.2 billion acquisition of number two cable operator Time Warner Cable. In a reply to groups objecting to the proposed merger, Comcast said it would withdraw from some markets, to become what it described as "an urban clustered cable company", above all gaining New York and Los Angeles. In total, the transaction would expand Comcast's video customer base by 7 million. By giving up markets such as Detroit, Minneapolis-St. Paul or Cleveland, Comcast would keep its share below the limit of 30 percent of US pay-TV homes that the company has agreed to honour. If the proposed merger gains regulatory approval, cable subscribers formerly under the Comcast umbrella in cities such as Detroit, Minneapolis and elsewhere would be served by a new company, GreatLand Connections, a joint venture with Charter Communication. However, as Bloomberg points out, GreatLand would start with USD 7.8 billion in debt, equal to about five times its earnings before interest, taxes, depreciation and amortization (EBITDA).

FCC approves sale of FOX 13 to Cox Communications

FOX Television Stations and Cox Media Group announced they were swapping a handful of stations, including WHBQ, in July. Under the swap, FOX will get FOX affiliate KTVU and independent KICU in San Francisco, and Cox will get FOX-owned WHBQ in Memphis and WFXT in Boston.
