The Oregon Department of Environmental Quality has fined a company more than $13,000 because of an oil spill last fall. A cargo vessel owned by Oriente Maritime collided with Pier 1 at the Port of Astoria, spilling 250 gallons of diesel fuel into the Columbia River.
