The Speaker of the Ontario legislature says the government did not violate the privilege of members and was not in contempt of parliament when it gave power workers shares in Hydro One before the utility's sale has been approved. The NDP complained Tuesday that the Liberals gave Hydro One shares to workers at the transmission utility and at Ontario Power Generation in tentative contract agreements even though no bill has passed to authorize its sale.

Ontario's opposition parties accuse the Liberal government of contempt of parliament for giving out shares in Hydro One before its sale has been approved by the legislature. The Liberals announced plans last month to sell 60 per cent of Hydro One to raise about $9 billion to pay down debt and help fund transit projects.
